The Foreign Affairs Committee of the Turkish Parliament has approved the “Draft Law on the Mecca Defense Agreement” in preparation for its submission to the plenary session of the Turkish Parliament for discussion and voting.
Following debates within the Turkish Parliament, the Foreign Affairs Committee approved the “Draft Law on the Mecca Defense Agreement,” paving the way for its referral to the plenary session for deliberation and a vote.
Earlier on Tuesday, the Foreign Affairs Committee began discussing the draft law ratifying the “Agreement” signed on August 7, 2026, between Turkey, Saudi Arabia, and Pakistan.
The agreement stipulates that any external armed attack on one of the three countries will be considered an attack on all, with immediate military, intelligence, and logistical assistance provided, alongside enhanced cooperation in defense industries and counterterrorism.
Parliamentary notes emphasized that ratification “does not mean automatic deployment of Turkish troops abroad,” as any military deployment or establishment of bases requires separate parliamentary authorization. Pakistan has already completed its ratification procedures, while the Turkish Parliament’s vote represents the decisive step for the agreement to enter into full force.
Notably, on October 12, Turkish President Recep Tayyip Erdoğan condemned the Houthi attack on an airport in the Saudi capital, Riyadh, and affirmed that the mutual defense clause of the Mecca Agreement would be activated.
Erdoğan stressed that “just as in NATO, the mutual defense clause will be activated under the Mecca Agreement.”
Erdoğan concluded: “In the coming days, the Mecca Agreement will be voted on in the Turkish Parliament for its approval.”
