Engineer Munira Al-Amir, Chair of the Technical Committee at the Municipal Council, announced that the committee discussed a number of regulatory, urban planning, and heritage-related transactions during its meeting. These included the reorganization of land plots in the Al-Sadiq area, a request to establish a diwaniya in the Al-Fayhaa area, and the approval of the boundaries for the existing oil complex site in the Shuwaikh area. Additionally, the committee addressed the establishment of a marine base to display the Al-Ghazir boat within a maritime heritage museum.

Al-Amir clarified that one of the key topics discussed was the final approval of a request to reorganize 23 residential plots in the Al-Sadiq area into a single plot with a total area of 10,067 square meters. This approval was granted after fulfilling the legal procedures related to public announcement and allowing interested parties to submit their comments and objections in accordance with the prevailing regulatory requirements and controls.

She added that the approval adheres to specified controls, including compliance with the requirements of service authorities. The interested party is required to bear the costs associated with relocating or modifying services, if any. Furthermore, relevant departments are authorized to make necessary regulatory adjustments in case of conflicts with infrastructure services or organizational requirements.

The committee also reviewed a request to establish a diwaniya in the Al-Fayhaa area, covering an area of 1,000 square meters. The technical opinion approved the request subject to specific conditions, most notably designating the plot exclusively for use as a diwaniya and limiting the construction to a basement, a ground floor, and a first floor. Compliance with prescribed heights and obtaining final approval for architectural plans and setbacks from neighbors, in accordance with the private residential system, were also mandated.

Regarding files related to oil facilities, the committee discussed a request from Kuwait Petroleum Corporation (KPC) to approve the boundaries of the existing oil complex site in the Shuwaikh area. The technical opinion concluded with approval for the site, covering an area of 64,591.94 square meters, as per the attached plan. This approval was subject to coordination with the Ministry of Finance’s State Property Contracts Administration and authorizing relevant departments to make necessary adjustments to dimensions or area within the prescribed limits in case of conflicts with infrastructure services or organizational requirements.

On the heritage front, the committee referred a request submitted by Al-Awael Hotels Company regarding the construction of a concrete marine base to house the Al-Ghazir boat, owned by the Radisson Blu Hotel, within the maritime heritage museum located in front of the hotel facing the sea. The request was referred to the Executive Body of the Kuwait Municipality to provide a detailed technical study.

The transaction indicated that the boat has been out of service for more than 35 years since its construction. The request aims to restore and preserve it as part of Kuwait’s maritime heritage by placing it on a marine base measuring 15 by 50 meters.

Al-Amir emphasized that these transactions reflect the diversity of files reviewed by the Technical Committee, ranging from land use regulation and adherence to planning requirements to supporting the preservation of heritage landmarks and monitoring sites with service and strategic nature, all while complying with the procedures and controls governing each transaction.
