The Committee also reviewed the presentation submitted by the Kuwait Foundation for the Advancement of Sciences regarding the outputs of the consultancy study for the 2035 Energy Sector Transformation Implementation Plan. This presentation covered targets for 2035 and 2060, the Growth Charter, the project portfolio, policies, and studies, as well as the governance model and performance indicators.

Minister Dr. Subaih Al-Makhzoum emphasized that developing the energy sector is a national responsibility requiring a clear vision and integrated institutional action that balances meeting current needs with preparing for future requirements, while enhancing the country’s capacity to keep pace with demographic, urban, and economic growth.

He added that the success of the energy sector transformation is measured by our ability to translate plans into real-world projects that enhance supply reliability, improve resource efficiency, and support energy mix diversification and the expansion of renewable energy, in alignment with Kuwait’s priorities and developmental needs.

Al-Makhzoum stressed the importance of setting implementation priorities, clarifying roles and responsibilities among relevant entities, and linking work phases to measurable performance indicators. This approach enables progress monitoring, addresses challenges, and supports timely decision-making.

He commended the efforts of the technical teams and participating entities, affirming that the integration of government, scientific, and technical expertise contributes to developing practical solutions based on studies and data, thereby enhancing planning and implementation efficiency.
