Russian Foreign Minister Sergey Lavrov arrived in Tehran, where he met with his Iranian counterpart, Abbas Araghchi, to discuss de-escalation steps in the region, in a visit marking his first since February 2025.
At a joint press conference, the Russian guest affirmed that his country is ready to provide diplomatic assistance between Iran and the United States.
Lavrov added, “We are prepared to find an acceptable solution to the crisis between Iran and the United States.” He noted that Russia remains committed to the strategic cooperation document with the Iranian side.
He further stated that he had held good, fruitful, and detailed talks with his Iranian counterpart, emphasizing that his country is committed to the strategic cooperation agreement with Tehran.
“No Military Solution”
For his part, Araghchi stressed that “the insecurity in the Strait of Hormuz is a direct result of the US-Israeli aggression.” He considered that “the US-Zionist aggression against Iran and the economic blockade are two main causes of insecurity in the region,” according to him.
He also added that he discussed developments in Yemen, Lebanon, Palestine, and Afghanistan with Lavrov.
Furthermore, Araghchi reiterated that there is no military solution to the region’s issues, and that solutions must come through diplomacy.
Islamabad Agreement
The Russian minister had stressed on Sunday in Manama the necessity of returning to the Islamabad Agreement, signed last June between Iran and the United States, before it collapsed in the first week of July. He said his visit aims to “prevent the return of a wide-scale war,” amid stalled talks between Tehran and Washington.
Moscow enjoys good relations with Tehran in several fields, and the level of their military and economic cooperation has risen since Russia’s invasion of Ukraine in 2022. Russia was among the first countries to oppose the war against Iran last February. Moscow also maintains close relations with all Gulf states.
Russia has previously expressed its readiness more than once to facilitate dialogue between the American and Iranian sides by accepting shipments of enriched uranium located within Iran.
It is worth noting that the American and Iranian sides had signed a memorandum of understanding in June, mediated by Pakistan, before it collapsed in July following the resumption of Iranian attacks on ships in the Strait of Hormuz and the US response with military strikes on Iran.
Tehran insists on overseeing navigation in the vital Strait of Hormuz for energy supplies, targeting ships attempting to cross it “without obtaining its permission,” according to its statements.
Meanwhile, Washington continues to impose a suffocating naval blockade on Iranian ports, with its warships increasingly escorting oil tankers transiting the Strait of Hormuz.
