The Friday sermon, prepared by the Ministry of Islamic Affairs under the title “Unity of Destiny and the Sanctity of Non-Aggression,” which will be delivered by imams in mosques the day after tomorrow, affirmed that protecting lives, safeguarding rights, and preserving property are among the greatest objectives of Islamic Sharia. It stressed the sanctity of non-aggression against civilians, the prohibition of terrorizing the secure, and the targeting of civilian infrastructure, while emphasizing the necessity of adhering to the values of justice, mercy, and solidarity, and strengthening the bonds of brotherhood and loyalty between the State of Kuwait and the Kingdom of Saudi Arabia.

The sermon, prepared by the Model Friday Sermon Committee within the Ministry and disseminated to mosques, underscored that “Islam is a religion of mercy, justice, security, and peace, and that differences and conflicts do not justify injustice or aggression.” It affirmed that “preserving human life, safeguarding human dignity, and protecting rights are religious obligations that cannot be compromised.”

The sermon further stated that “in light of the events and challenges we are experiencing, and the heinous attacks that have occurred against innocent civilians in the Land of the Two Holy Mosques, we reaffirm our commitment to Islamic values and our solidarity with our brothers in the Kingdom of Saudi Arabia in the face of attacks targeting its security and stability. We condemn attacks on civilians and civilian infrastructure, and we emphasize that protecting lives, preserving property, and safeguarding the security of societies are religious and humanitarian obligations.”

It added that “the actions carried out by the rebellious Houthi group, which target civilians and civilian infrastructure, contradict the principles of Islamic Sharia that prohibit injustice and aggression and command the preservation of lives and the protection of rights. It is astonishing that a rebellious group targets the best of lands and the most noble of places, yet falsely and deceitfully claims to support the causes of the Ummah, foremost among which is the Palestinian cause and the support of its people! However, anyone who is rightly guided will know with certainty the true collaboration of this rebellious group and its genuine hostility toward Islam.”

The sermon clarified that “one of the greatest factors making this solidarity a moral obligation and an authentic stance is the firm ties linking the State of Kuwait with the Kingdom of Saudi Arabia, which unite them through religious brotherhood, neighborhood bonds, unity of destiny, deep historical roots, and shared interests.”

It continued that “history has proven that the relationship between the two countries is not merely one of neighborhood, but rather one of brotherhood, loyalty, and mutual support, whose meanings became evident during times of hardship and trials. Among the historical events that Kuwaitis will never forget is the stance of the fraternal Kingdom of Saudi Arabia during the brutal Iraqi invasion of the State of Kuwait. The Kingdom opened its doors to Kuwaitis and hosted them on its soil, standing by the State of Kuwait in leadership and populace, providing support and assistance during that severe ordeal. It played a leading and prominent role in the efforts undertaken by fraternal and friendly countries to liberate Kuwait and restore its sovereignty.”

It pointed out that “Kuwaiti-Saudi relations are built on firm ties uniting the two countries, foremost among which are religious brotherhood, neighborhood, unity of destiny, deep historical roots, and shared interests,” emphasizing that “this relationship transcends the boundaries of neighborhood to encompass meanings of loyalty, mutual support, and cooperation, which have manifested in various historical moments.”

The sermon recalled the Kingdom’s stance during the brutal Iraqi invasion, when it opened its doors to Kuwaitis and hosted them on its soil, standing by Kuwait in leadership and populace, providing support and assistance during that ordeal, and playing a prominent role in the efforts undertaken by fraternal and friendly countries to liberate Kuwait and restore its sovereignty.

It affirmed that “this fraternal stance will remain preserved in the memory and conscience of Kuwaitis, embodying the values of loyalty and gratitude. It is a trait of the noble to remember favors and stand by brothers during times of hardship, just as they stood by Kuwait during times of crisis.”

The sermon concluded with prayers that God protect Kuwait, Saudi Arabia, and all other Gulf Cooperation Council countries and Muslim lands, perpetuate upon them the blessings of security, safety, and stability, protect innocent civilians, prevent the shedding of Muslim blood, and avert all trials, wars, and destruction.

Earlier, Acting Deputy Minister of Islamic Affairs Dr. Engineer Sulaiman Saleh Al-Suwailim issued an administrative directive regarding strict compliance with the sermon of the Ministry of Islamic Affairs that is broadcast and distributed. He directed the directors of mosque administrations in Kuwait’s six governorates to require all imams under their jurisdictions to deliver the sermon approved by the Ministry, starting from next Friday, October 16, and to continue doing so permanently.

The directive clarified that the decision stems from the Ministry of Islamic Affairs’ commitment to unifying the religious discourse, enhancing its mission to spread legal awareness, and consolidating authentic Islamic values, in pursuit of the public interest.

The directive emphasized compliance with the Ministry’s broadcast and distributed sermon, starting from Friday, 5 Jumada al-Awwal 1448 AH, corresponding to October 16, 2026, affirming that this compliance will be permanent and ongoing.

It further confirmed that legal measures will be taken against anyone who violates the provisions of the directive, ensuring adherence to the issued instructions and achieving their intended objectives.
