Al-Huwail Discusses with Charitable Associations the Law Regulating Charitable and Humanitarian Work - Sarmad

(KUNA) – Kuwait’s Minister of Social Affairs, Labor, and Social Development, Dr. Amthal Al-Huwail, held a meeting on Monday with the heads of charitable and humanitarian associations to discuss the law regulating charitable and humanitarian work. During the meeting, the provisions and objectives of the law were presented, along with an explanation of its implementation procedures, and the minister’s office addressed the associations’ inquiries and observations.

Dr. Al-Huwail stated that directing donations and charitable projects within the country helps enhance the impact of humanitarian work, meet the needs of beneficiaries, and support the most vulnerable cases, in accordance with established legal and regulatory controls.

She added that the law aims to regulate and support charitable and humanitarian work by providing a clear framework that ensures its continuity and development, while maintaining trust among associations, donors, and beneficiaries. The law supports associations by organizing their operations, clarifying responsibilities, and promoting transparency and governance, thereby safeguarding the sector’s mission and strengthening its impact.

She emphasized the importance of strict oversight of associations’ activities, financial procedures, and administrative operations, as well as monitoring their staff, to ensure that the names, accounts, and funds of associations are used solely for their designated purposes and to prevent their misuse in any irregular or suspicious activities. She called for immediate reporting to the competent authorities upon detecting any indicators or transactions that raise suspicion, and for taking necessary legal measures.

Dr. Al-Huwail stressed the necessity of adhering to legal controls when selecting association staff, conducting mandatory security checks in accordance with approved frameworks and procedures, and verifying their compliance with laws and the suitability of their qualifications and experience for their positions, thereby enhancing operational efficiency and protecting associations from misconduct.

She noted that the meeting included a simplified explanation of the law’s provisions and related procedures, adding that work is underway to prepare the executive regulations in preparation for their issuance within the legally mandated timeframe.

She affirmed that safeguarding Kuwaiti charitable work and strengthening public trust in it is a shared responsibility, and that cooperation between the ministry and associations supports the sustainability of their humanitarian mission and preserves Kuwait’s standing and reputation in the fields of charity and giving.
