Deputy Minister of Finance Asil Al-Munaifi issued an administrative directive outlining the regulations and standards for the official uniforms of ministry employees.

The directive specifies that male employees must wear the national dress—consisting of a dishdasha, ghutrah, and iqal—or a formal suit. It permits employees in technical professions, such as engineers, to wear a uniform or a T-shirt paired with trousers suitable for the nature of their work.

For female employees, the directive mandates wearing abayas and shaylas in calm, formal colors, or modest skirts or dresses that fall below the knee, along with jackets or shirts that are appropriately covering. It also emphasizes moderation in the use of jewelry and makeup, ensuring it aligns with the formal work environment.

The directive prohibits all employees from wearing tight, low-rise, or ripped trousers; shorts of any kind; short, transparent, or excessively slit clothing; sleeveless shirts; cropped jackets or blouses; and garments with open chests.

Additional prohibitions include wearing sports attire or hats within the workplace premises, except for those in technical professions; displaying tattoos; and wearing shirts or clothing bearing inappropriate phrases or graphics.

The directive stressed that any violation constitutes an administrative offense subject to disciplinary penalties stipulated in Article 28 of Law Decree No. 15 of 1979 concerning Civil Service. Such violations will also negatively impact the employee’s annual evaluation under the general appearance category.

Directors are required to monitor compliance with the directive’s provisions, report any infractions, and take appropriate disciplinary action. Responsible officials are tasked with implementing and disseminating the directive to all ministry employees, with effect from the date of its issuance.
