Minister of Social Affairs: Written exam a prerequisite for career advancement for Cooperative Control incumbents - Sarmad
(KUNA) – Dr. Amthal Al-Huwailan, Minister of Social Affairs, Family, and Childhood, issued a ministerial decision on Tuesday adding the passing of a written examination as a fundamental requirement for promotion to higher occupational levels for holders of specialized, technically graded cooperative oversight positions in the Ministry of Social Affairs.
In a statement to the Kuwait News Agency (KUNA), Al-Huwailan said the decision follows the approval of the Civil Service Bureau and is part of efforts to develop the regulations governing the career progression of cooperative oversight personnel, ensuring that advancement to higher occupational levels is linked to professional competence and the necessary technical knowledge.
She added that passing the written examination would complement the experience requirements and other prerequisites for occupying the higher occupational level, meaning that career progression would no longer be based solely on length of service, but would also require proof of competence and the ability to handle the tasks and responsibilities of the higher level.
She clarified that the decision aims to enhance the efficiency of financial and administrative inspectors, develop their professional and technical capabilities, and ensure their familiarity with the laws, regulations, and procedures governing cooperative work, as well as their ability to apply them practically.
She noted that the examinations would take into account the nature of the occupational level to be filled and the type of oversight work, whether financial or administrative. They would cover laws regulating cooperative work, the Ministry’s oversight and supervision mandates, and the preparation of reports and oversight observations.
The examinations would also include principles of governance, integrity, and conflict of interest, as well as technical aspects related to each field. The decision set the passing score at no less than 70 percent of the total marks.
She indicated that the examinations may include practical cases and applied questions designed to assess the employee’s ability to understand legal and regulatory rules and apply them to practical scenarios.
Al-Huwailan emphasized that enhancing human resource efficiency is the foundation for building a more effective cooperative oversight system, stating that linking career progression to professional competence, alongside experience, ensures that inspectors are prepared to assume the responsibilities of higher levels.
She stressed the continued development of the cooperative oversight system and the enhancement of its staff’s efficiency, in order to support governance and discipline, safeguard shareholders’ funds, and elevate performance standards in the cooperative sector.
