Ministry of Education: Surplus of approximately 33,268 teachers and female teachers in several specializations - Sarmad
(KUNA) – Kuwait’s Minister of Education, Sayed Jalal Al-Tabatabaei, directed relevant sectors today, Monday, to begin implementing a phased plan aimed at addressing surpluses in certain specializations and enhancing the efficiency of human resources and financial management. This initiative seeks to ensure optimal utilization of personnel while maintaining stability in the educational process.
The Ministry of Education stated in a press release that study results revealed an actual surplus of approximately 33,268 male and female teachers, including Kuwaiti nationals, Gulf contract staff, and legally and illegally residing expatriates, as well as resident teachers of various Arab and other nationalities. This surplus exists in several specializations where the number of employed staff exceeds the actual needs of schools.
The ministry added that the plan’s first phase involves terminating the services of about 7,019 male and female teachers in specializations identified as having a surplus relative to actual demand. It noted that relevant sectors have begun taking the necessary executive measures, with affected employees to be notified of their termination through the “Sahel” application, in accordance with approved administrative and legal regulations and procedures, ensuring the protection of their employment rights.
The ministry clarified that workforce indicators showed a surplus in several educational specializations across different academic stages. In boys’ schools at the primary level, the specializations subject to surplus management include Arabic Language, English Language, Islamic Studies, Art Education, and Music Education.
At the middle school level, the specializations include Islamic Studies, Social Studies, Art Education, Music Education, Electricity, and Decorative Arts. In secondary schools, the affected specializations are Chemistry, Philosophy, Geology, Islamic Studies, Art Education, Music Education, and Geography.
Regarding girls’ schools, the ministry indicated that the surplus at the primary level covers Mathematics, Arabic Language, Art Education, Physical Education, and Music Education.
At the middle school level, the surplus includes Music Education, Physical Education, Islamic Studies, Science, Mathematics, Arabic Language, and Electricity. In secondary schools, the surplus is limited to the French Language specialization, with an additional surplus noted in Music Education at the kindergarten stage.
The Ministry of Education emphasized that the surplus management plan aligns with its responsibility to empower national talents, enhance the efficiency of human resources and financial management, and achieve optimal utilization of educational staff. This approach follows a phased, data-driven strategy based on actual needs, while preserving school stability, educational quality, and the best interests of students, which remain the foundation for all decisions and measures taken by the ministry.
