Minister of Social Affairs Discusses Preparation of a Comprehensive National Strategy for Protection from Domestic Violence - Sarmad

(KUNA) – Dr. Amthal Al-Hawila, Minister of Social Affairs, Family, and Childhood, chaired the second meeting of the National Committee for Protection from Domestic Violence on Sunday, during which the committee discussed the preparation of a comprehensive national strategy and the enhancement of institutional coordination and rapid response mechanisms to reports and complaints.

In a press statement following the meeting, Minister Al-Hawila said the committee reviewed ways to activate the provisions of Legislative Decree No. 11 of 2026 concerning protection from domestic violence.

She added that the meeting addressed mechanisms for rapid response to reports and complaints in coordination with relevant authorities, ensuring clear and effective procedures to protect victims and unify legal and social response pathways.

She clarified that the committee examined initiatives presented by representatives of member entities and their alignment with prevention, awareness, intervention, and rehabilitation efforts, in accordance with established best practices.

She noted that the meeting discussed the necessity of strengthening coordination between government entities and civil society organizations to ensure role complementarity, enhance the efficiency of protection programs, and prevent duplication of tasks.

She indicated that discussions also covered the importance of launching extensive awareness campaigns regarding family members’ rights and means of their protection, based on current legislation, including the laws on protection from domestic violence and child protection.

She reported that the committee tasked member entities with submitting their proposals within their respective areas of competence, to be discussed, consolidated, and used as a basis for drafting the comprehensive national strategy for protection from domestic violence.

Al-Hawila emphasized the Ministry’s commitment to continuously developing regulatory frameworks and operational practices in line with societal values and Kuwait’s international obligations, contributing to the security of the family and the stability of society.
