Cabinet Approves Law Regulating Charitable and Humanitarian Work - Sarmad

(KUNA) – The Cabinet held its meeting today, Tuesday, July 28, 2026, presided over by His Highness Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, Prime Minister, may God protect him. Following the meeting, His Excellency Sheikh Shuraidh Abdullah Al-Muwasharji, Deputy Prime Minister and Minister of State for Cabinet Affairs, issued the following statement:

“At the outset of its meeting, the Cabinet was briefed on the content of the telephone conversation His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, may God protect him and watch over him, received last week from his brother, His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister of the Kingdom of Saudi Arabia, a fraternal sister state. During the call, His Highness expressed his concern for Kuwait, its leadership, and its noble people following the blatant and continuous Iranian attacks on Kuwaiti territory. His Highness conveyed the Kingdom of Saudi Arabia’s strong condemnation and disapproval of this flagrant aggression, reaffirming the Kingdom’s full solidarity with Kuwait.

His Highness the Amir, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, may God protect him and watch over him, expressed Kuwait’s steadfast support for the Kingdom of Saudi Arabia, a fraternal sister state, and its full backing of all measures taken to safeguard its security and stability. He also conveyed his profound gratitude and appreciation to his brother, His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister of the Kingdom of Saudi Arabia, wishing him good health and well-being, and wishing the Kingdom of Saudi Arabia and its fraternal people peace, security, progress, and prosperity under the wise leadership of His Majesty King Salman bin Abdulaziz Al Saud, Custodian of the Two Holy Mosques and King of the Kingdom of Saudi Arabia.

The Cabinet was also briefed on the content of the telephone conversation His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, may God protect him and watch over him, received last Sunday from His Excellency Andy Burnham, Prime Minister of the United Kingdom of Great Britain and Northern Ireland, a friendly nation. His Highness congratulated His Excellency on being appointed by His Majesty King Charles III, King of the United Kingdom of Great Britain and Northern Ireland, to form a government and assume the office of Prime Minister. The call also featured a review of the historical ties between the two countries and their friendly peoples, as well as a number of issues of mutual interest and the latest developments in the regional and international arenas, particularly concerning the current circumstances facing the region and exchanges of views on them. His Excellency reaffirmed his country’s support for Kuwait and its friendly people, and its backing of all efforts aimed at preserving Kuwait’s sovereignty, security, and stability.

The Council of Ministers was also informed of the content of the telephone call received today, Tuesday, by His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, may God protect and guard him, from his brother, His Excellency President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt, a fraternal country. During the call, the close and distinguished fraternal relations between the two countries and their peoples were reviewed. Several issues of mutual interest were discussed, along with the latest developments on the regional and international scenes, particularly concerning the current circumstances affecting the region. His Excellency emphasized the Arab Republic of Egypt’s steadfast support for the State of Kuwait and its backing of all measures taken to safeguard its security and sovereignty. He prayed to Almighty God to protect the State of Kuwait and its fraternal people from all harm and evil. His Highness expressed his sincere gratitude and appreciation to His Excellency, wishing him robust health and complete well-being, and hoping for continued progress and prosperity for the fraternal Egyptian people.

On another note, the Council of Ministers was informed of the details concerning the contract for the construction, operation, and maintenance of the North Kabd Water Desalination Plant and its complementary works, signed between the State of Kuwait and the People’s Republic of China, a friendly country, last Sunday under the patronage and presence of His Highness Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, Prime Minister, may God protect and guard him. This contract represents the second cooperation agreement between the State of Kuwait and the People’s Republic of China. The contract was signed on behalf of the State of Kuwait by Her Excellency Dr. Noura Al-Moqarrab, Minister of Public Works, in the presence of Mr. Yang Xin, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Kuwait. This contract reflects Kuwait’s desire to implement strategic projects that enhance the quality of infrastructure, promote environmental sustainability, and improve the efficiency of the wastewater treatment system, keeping pace with urban growth and supporting the achievement of sustainable development goals and Kuwait’s future vision.

In a separate development, His Excellency Dr. Tariq Hamad Al-Jalahma, Minister of State for Youth and Sports Affairs, informed the Council of Ministers that His Highness Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, Prime Minister, may God protect and guard him, patronized and attended the ceremony honoring national team athletes, both male and female, for the sports seasons (2023/2024) and (2024/2025). Distinguished athletes from various Kuwaiti sports bodies, committees, federations, and clubs were honored. His Highness emphasized that the achievements of national team champions serve as a source of pride and reflect the determination and perseverance demonstrated by Kuwaiti youth in their exceptional efforts to represent their country and raise its flag and name at various international sporting events.

On another note, the Council of Ministers expressed its strongest condemnation and rejection of the egregious aggression launched by Iran and its proxies against the country, which targeted the Al-Abdali border crossing last Thursday through a series of hostile drone attacks. This constituted a blatant violation of the sovereignty of the State of Kuwait, a direct threat to its security and stability, and a grave breach of the rules of international law, the UN Charter, and Security Council Resolution 2817. The Council emphasized that persisting in these overt and repeated attacks constitutes a serious escalation and a direct threat to regional security and stability, reflecting a systematic, unjustifiable, and unacceptable hostile approach. It reaffirmed the State of Kuwait’s full and inherent right to self-defense, in accordance with Article 51 of the UN Charter, and to take all necessary measures to safeguard its sovereignty, protect its territory and assets, and preserve its security and stability.

In a related development, His Excellency the Minister of State for Foreign Affairs Sheikh Jaraah Jaber Al-Ahmad Al-Sabah informed the Council of Ministers that the Ministry of Foreign Affairs, represented by Deputy Minister of Foreign Affairs Ambassador Hamad Sulaiman Al-Mushaan, summoned the Iranian Ambassador to Kuwait, Mohammad Toutounji, last Tuesday. The ambassador was handed a protest note regarding Iran’s targeting of the Kuwaiti tanker “Kivan” while it was transiting the Strait of Hormuz, which resulted in injuries to several crew members. The Deputy Minister emphasized that this blatant attack occurs amid the escalating aggression launched by Iran against Kuwait since February 28, including inflammatory and provocative statements issued by the Iranian side. This constitutes a blatant violation of Kuwait’s sovereignty, territorial integrity, and interests, as well as a threat to the security and freedom of international navigation, and a breach of international law, the UN Charter, and Security Council Resolution 2817 of 2026. He reiterated Kuwait’s demand for an immediate halt to Iran’s unlawful attacks, reaffirmed Kuwait’s right to take necessary measures, and placed full responsibility for this aggression and its continuous hostility toward Kuwait on Iran.

On another note, the Council of Ministers expressed its strong condemnation and rejection of the repeated attacks by the Houthi militia on ships in the Red Sea, the latest being an attack on a vessel belonging to a Saudi company. This constitutes a blatant violation of international law and a direct threat to the security and freedom of maritime navigation and the integrity of international trade. The Council stressed the necessity of adhering to international law rules that guarantee freedom of navigation and safe passage in international waterways. It affirmed Kuwait’s full solidarity with the Kingdom of Saudi Arabia, its steadfast support, and its backing of all measures taken by the Kingdom to safeguard its sovereignty, protect its security, and defend its interests. The Council also emphasized Kuwait’s rejection of any practices that could destabilize the security and stability of the region.

Furthermore, the Council of Ministers expressed its strongest condemnation and rejection of the attacks that attempted to target petroleum facilities in the Eastern and Riyadh regions of the Kingdom of Saudi Arabia, launched by Iranian-backed militias in Iraq using drones. This constituted a blatant violation of the Kingdom’s sovereignty and territorial integrity, and a breach of international law, the UN Charter, and Security Council Resolution 2817. The Council reaffirmed Kuwait’s full solidarity with the Kingdom of Saudi Arabia and its support for all measures taken to safeguard its security and sovereignty, emphasizing that the security of the Kingdom is an integral part of the security of Kuwait and the Gulf Cooperation Council (GCC) states.
