The Central Authority Launches an Electronic Platform to Serve Individuals Whose Nationality Was Previously Revoked Under Article Five - Sarmad

• If the person in whose name the decree was issued is deceased, their relatives must submit the application electronically in the deceased’s name and using their direct details.

The Central Agency for Addressing the Status of Illegal Residents announced the opening of the electronic platform (https://es.carirs.gov.kw) for owners of cases whose citizenship was revoked under Article 5, which includes categories such as holders of the “Jalila” residency permit, children of Kuwaiti women, and holders of the 1965 census residency. This platform allows them to complete the prescribed procedures to obtain an official “To Whom It May Concern” certificate for cases that have not previously been submitted, via the electronic platform.

The agency clarified that the required documents and attachments include:

– Uploading a copy of the civil ID.

– If the person concerned is deceased, a copy of the death certificate must be attached.

Regarding the application mechanism, the agency noted that “applications must be submitted exclusively in the name of the person in whose name the revocation decree was issued, and there is no need to submit separate applications for each dependent. However, if the person in whose name the decree was issued is deceased, their relatives must submit the application via the electronic platform directly in the name and using the details of the deceased person.”

It was further stated that “since the agency’s website is not linked to the Sahel app, the certificate must be downloaded immediately upon issuance from the website, and then manually uploaded to the Sahel app to complete the remaining procedures.”

The agency also indicated that “in the event of any system malfunction or technical error during the application process, applicants should visit the Status Adjustment Department at the Central Agency for Addressing the Status of Illegal Residents, located in the Shuwaikh–As-Sabbar area.”
