Minister of Justice: 284 legislations completed as part of the modernization plan - Sarmad

Justice Minister and Advisor Nasser Al-Sumait announced that the National Plan for Legislative Update has achieved tangible progress, with 284 legislations completed to date. This total includes the issuance of new laws, amendments to existing ones, and the repeal of outdated regulations, alongside the completion of legislation related to international agreements and memoranda of understanding. He confirmed that the third phase aims to raise the total number of completed legislations to 400.

In a statement to Al-Rai newspaper, Al-Sumait clarified that the achievements so far include 27 new laws, 67 laws amended to align with legislative developments, the repeal of 10 laws no longer suitable for the current stage, and the completion of 180 laws and decrees related to international agreements and memoranda of understanding.

He emphasized that the third phase represents a continuation of the legislative system modernization journey, enhancing the quality of laws, establishing a legal environment more responsive to changes, and contributing to institutional development and the state’s objectives in updating legislation and advancing the justice system.

In a related development, Minister Al-Sumait announced in a press statement the completion of the second phase of the plan to replace and empower Kuwaiti cadres in the judiciary, in accordance with directives from His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, stressing the necessity of Kuwaitizing the judiciary and strengthening reliance on national expertise.

Al-Sumait stated that the second phase of the plan saw the issuance of ministerial decisions marking the end of the secondment of 82 members of the judiciary, raising the Kuwaitization rate to 87 percent of the total number of judiciary members as of September 30, 2026, within the framework of the phased implementation of the replacement plan according to the approved schedule.

He confirmed that only two phases remain to fully complete the judiciary Kuwaitization plan, aiming to achieve a 100 percent Kuwaitization rate by October 1, 2030.
