The Cabinet Condemns the Irreprehensible Iranian Aggression Against Kuwait and Sister States - Sarmad
(KUNA) — The Council of Ministers held its meeting today, Tuesday, July 21, 2026, presided over by His Highness Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, Prime Minister, may God protect him. Following the meeting, His Excellency Sheikh Sharida Abdullah Al-Muwasharji, Deputy Prime Minister and Minister of State for Cabinet Affairs, issued the following statement:
At the outset of the meeting, the Council of Ministers was briefed on the visit paid by His Highness the Prime Minister to the victims receiving treatment at Adan Hospital following the reprehensible Iranian aggression that targeted several civilian and vital facilities. The purpose of the visit was to ensure their health status and assess the level of medical care provided to them. His Highness the Prime Minister was accompanied by His Excellency Dr. Ahmed Abdulwahab Al-Awadi, Minister of Health.
His Highness the Prime Minister emphasized the government’s commitment to monitoring the condition of the injured and providing them with the necessary support and care until they fully recover. He directed relevant authorities to mobilize all medical and technical capabilities to provide the highest standards of healthcare and treatment to the victims, praying to Almighty God to grant them a swift recovery. He commended the sincere national efforts and significant sacrifices made by the Armed Forces, the Ministry of Interior, the National Guard, and all national cadres across various government entities in safeguarding the country’s security and stability.
The Council of Ministers also expressed its strongest condemnation and rejection of the reprehensible Iranian aggression involving missiles and drones that targeted Kuwaiti territory in recent days. The attacks struck two power and water desalination stations and facilities belonging to the oil sector, as well as several vital installations, causing fires and severe damage to vital infrastructure, civilian facilities, and residential buildings. This constitutes a blatant violation of Kuwait’s sovereignty, security, and territorial integrity, and a serious breach of international law, international humanitarian law, the UN Charter, and Security Council Resolution (2817) of 2026.
The Council affirmed that the repeated deliberate targeting of civilian and vital facilities reflects a systematic aggressive approach, representing a highly dangerous escalation and a serious threat to the safety and security of civilians. It held Iran fully responsible, legally and morally, for these serious attacks and their ensuing repercussions and consequences. The Council stressed that the continuation of this aggressive behavior threatens regional security and stability and undermines efforts aimed at de-escalation and reaching peaceful solutions. It emphasized that Kuwait reserves its full right to take all necessary measures to safeguard its sovereignty, maintain its security and stability, and defend its territory and vital installations against any aggression or threat, based on its right to self-defense under Article 51 of the UN Charter and rules of international law.
In this context, the Council of Ministers expressed its strong condemnation and rejection of the reprehensible Iranian attacks that targeted the sisterly Kingdom of Bahrain, the sisterly State of Qatar, and the sisterly Hashemite Kingdom of Jordan in recent days. These attacks constitute a blatant violation of their sovereignty and territorial integrity and a direct threat to the security of their peoples and residents. The Council affirmed Kuwait’s full solidarity with these sisterly states and its support for all measures they are taking to address the repercussions of these attacks to safeguard their sovereignty, territorial integrity, security, and stability.
The Council of Ministers also expressed Kuwait’s strong condemnation and rejection of the false claims made by the Houthi militia’s military spokesperson against the sisterly Kingdom of Saudi Arabia, which included threats targeting the freedom of maritime navigation and its security. The Council renewed Kuwait’s full solidarity with the Kingdom of Saudi Arabia and its support for all measures it is taking to safeguard its security and sovereignty, emphasizing that the security of the Kingdom is an integral part of the security of Kuwait and the Gulf Cooperation Council (GCC) countries.
On another note, the Council of Ministers listened to a briefing by His Excellency Sheikh Abdullah Ali Al-Salim Al-Sabah, Minister of Defense, regarding the latest developments in the region and current military situations in light of the reprehensible Iranian aggression faced by Kuwait in recent days. He affirmed the readiness of the Armed Forces and their continued performance of duties with efficiency and competence, taking all necessary measures and precautions to safeguard Kuwait’s sovereignty and territorial integrity, maintain its security and stability, and protect citizens and residents.
On another front, the Council of Ministers listened to a briefing by His Excellency Sheikh Jaraah Jaber Al-Ahmad Al-Sabah, Minister of Foreign Affairs, regarding the political and diplomatic efforts undertaken by the Ministry of Foreign Affairs and its diplomatic missions abroad to keep pace with the latest developments in regional and international arenas.
In line with the Council of Ministers’ commitment to supporting the national campaign for energy and water conservation (“Wafar”), launched by the Ministry of Electricity, Water and Renewable Energy, which has received widespread public response to rationalize electricity and water consumption, the Council expressed its sincere gratitude and high appreciation to citizens, residents, all government entities, state institutions, media outlets, the private sector, and individuals for their engagement with the “Wafar” campaign. This engagement helped disseminate awareness messages across various social media platforms, reinforcing the culture of conserving and saving electricity and water during this exceptional period facing the country, and supporting the stability of the electrical and water systems.
The Council of Ministers affirmed that this response and engagement reflected a high level of social awareness and an authentic spirit manifested in rapid response and unity to serve the nation. It called on everyone to continue the spirit of shared responsibility, commitment, and cooperation in conserving electricity and water to enable the Ministry to overcome this exceptional phase. It also called for entrenching the culture of conservation as a national and civilized behavior that contributes to protecting resources, serving the public interest, and ensuring the sustainability of services for all.
The Council of Ministers also approved the draft Law Decree on Combating Commercial Concealment, a step aimed at strengthening the legal framework regulating economic activity, consolidating principles of transparency and fair competition, and curbing practices that disrupt market balance, thereby contributing to protecting the national economy and achieving sustainable development. The draft prohibits enabling any person to conduct any economic activity on behalf of others or outside the scope of the granted license. It has been submitted to His Highness the Amir, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, may God protect and support him.
On another note, the Council of Ministers listened to a briefing by Her Excellency Dr. Reem Ghazi Al-Faleh, Minister of State for Development and Sustainability, regarding the Green Urban Development Initiatives Committee. In this regard, it reviewed a visual presentation by the Governor of Ahmadi and Chairman of the Green Urban Development Initiatives Committee, Sheikh Hamoud Jaber Al-Ahmad Al-Sabah, concerning several initiatives submitted by oil sector companies, private sector companies, cooperative societies, and individuals related to ornamental planting and greening, as well as the establishment of monuments and artistic sculptures at intersections on several major highways and public streets. The initiatives also include developing and renovating agricultural works in many roundabouts and public parks within residential areas, as well as painting several major bridges at highway intersections to highlight aesthetic aspects and contribute to beautifying and supporting green spaces in Kuwait, creating an urban environment, and achieving sustainable development. The committee is studying each initiative technically, discussing its implementation mechanism, and accelerating procedures to enable initiators to begin their projects, in cooperation and coordination with government entities.
For his part, the Council of Ministers commended the significant efforts made by the Chairman and members of the Green Urban Development Initiatives Committee in unifying government efforts and coordinating with relevant government entities to accelerate procedures for receiving and implementing these initiatives. It highlighted the committee’s role in fostering a spirit of initiative and social responsibility, and encouraging entities and individuals to contribute to beautifying Kuwait and highlighting its civilized features.
The Council of Ministers reviewed several topics on the agenda, as well as reports and minutes of ministerial committees, and approved them. It also decided to refer several items to the relevant ministerial committees for study and to submit appropriate recommendations to complete the necessary procedures for their implementation.
