- 70 percent of the evaluation is based on tasks, achievements, and professional behavior, while 30 percent is based on attendance and departure.

Approximately nine months after the approval of a new system for evaluating the performance of government employees based on achievements, the “Employee Achievement Record” has moved to the practical implementation phase. The Public Authority for Civil Service has directed ministries and government entities to begin activating the system electronically, defining the objectives and executive tasks of departments and organizational units, and documenting them, in preparation for linking them to job descriptions and responsibilities and measuring actual performance and achievement levels.

This comes as part of the transition toward a professional evaluation system, which allocates 70 percent of its grades to tasks, achievements, and professional behavior, against 30 percent for attendance and departure, and as a follow-up to a previous circular issued on September 24 regarding the first phase of the system.

The Public Authority for Civil Service emphasized, in a letter addressed to ministries, government administrations, and public institutions, the necessity of taking the required measures to begin implementing the system through its electronic platform, reviewing the relevant guides and instructions, and familiarizing themselves with the usage mechanism and approved controls to ensure proper implementation.

It stressed the importance of documenting these objectives and tasks in the system, ensuring clarity of job descriptions and responsibilities, linking organizational tasks to institutional objectives, and enhancing the monitoring of achievements and the measurement of performance levels.
