Abu Dhabi has strengthened its adoption of artificial intelligence by signing four agreements between entities and companies in the emirate and OpenAI, covering the government, energy, and investment sectors.

In this regard, the Emirates News Agency (WAM) reported that in the energy sector, ADNOC, G42 (through its subsidiary Inception 42), and OpenAI signed a landmark partnership agreement, making ADNOC the first energy company in the world to deploy OpenAI’s advanced artificial intelligence technology.

Under this agreement, advanced AI capabilities will be integrated into various ADNOC operations, enhancing the integration of operational, investment, and commercial decisions, and boosting operational efficiency and productivity levels. The AI solutions within this partnership will rely on OpenAI’s GPT models, utilizing local infrastructure within the country to host these models and process data.

The agency further stated that in the government sector, the Abu Dhabi government, in collaboration with OpenAI, launched the world’s first AI-driven “Machine-Readable Government” initiative, a key step supporting the emirate’s ambition to become the world’s first AI-based government. The initiative converts a specific set of government policies and regulations into machine-readable formats, enabling AI-supported systems to assist officials in conducting routine compliance assessments for regulatory requirements, including those related to issuing permits and certificates. Each assessment can be tracked and linked to the underlying regulatory framework, while government officials continue to oversee final decisions and remain accountable for them.

The Government Enablement Department – Abu Dhabi leads and governs this initiative. Its first pilot application has gone live at the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA) in the area of food imports. AI processing leverages OpenAI services that enable model deployment within the country, with computational processes executed in real-time on graphics processing units (GPUs) in local data centers.

In the investment sector, WAM reported that Mubadala signed an agreement with Inception 42, a company within the G42 group, and OpenAI, aimed at utilizing AI in investment analysis, opportunity monitoring, and risk assessment, thereby enhancing investment decision-making efficiency and contributing to sustainable economic value. Additionally, Inception 42 and OpenAI signed a five-year agreement to support the adoption of the latest AI technologies in the government, business, and education sectors.

Under the agreement, OpenAI and Inception 42 will collaborate to promote AI adoption in the UAE’s government, business, and education sectors. The two companies will work together to provide enterprise solutions for major government entities and institutions in the country, combining OpenAI’s advanced models and AI engineering expertise with Inception 42’s AI application capabilities and its professional consulting-based service offerings.

These agreements reflect Abu Dhabi’s direction toward the widespread adoption of AI technologies in strategic sectors, enhancing productivity and economic competitiveness, and supporting the development of a knowledge- and innovation-based economy.

The UAE news agency stated that Sheikh Khaled bin Mohamed bin Zayed, Crown Prince of Abu Dhabi and Chairman of the Executive Council of the Emirate of Abu Dhabi, and Sam Altman, Chief Executive Officer of OpenAI, witnessed the signing of the agreements.
