As the Supreme Committee for the Realization of Kuwaiti Citizenship, chaired by First Deputy Prime Minister and Minister of Interior Sheikh Fahad Al-Yousif, continues to review citizenship files and issue necessary decisions, informed sources told Al-Rai that the approach to handling forgery cases is now based on a clear principle: uncovering a single case does not mean closing an individual’s file, but rather serves as a starting point to dismantle the entire family tree for scrutiny. The investigation moves from the branch where suspicion first arose to other branches, then back to the root, reviewing all individuals linked to the file, including children, grandchildren, siblings, and dependents.
The sources emphasized that detecting a forgery case in a citizenship file no longer limits the investigation to the file’s owner. Instead, the Citizenship Investigations Department re-examines the entire family structure associated with the individual, using old naturalization files, statistics, inheritance records, Gulf region restrictions, DNA fingerprinting, photo comparisons, and relatives’ statements, to determine the true lineage of each case, the origin of the forgery, and the extent of the fraud within the file.
Sources noted that the “dismantling from branches to roots” approach has shown in multiple cases that identifying one individual led to opening files involving dozens, even hundreds, of dependents, after it was found that children, siblings, or grandchildren were registered under fictitious family ties.
In one of the largest complex cases investigated, reviews uncovered six forgery cases among 28 sons and daughters registered under a single file, involving a total of 544 dependents, all of whom held Kuwaiti citizenship by derivation. Article 14 of the new Citizenship Law was applied to them, which permits revoking Kuwaiti citizenship from any son or descendant if their knowledge of the forgery is proven.
The sources confirmed that the investigation aims not only to establish the origin of the forgery but also to determine the circle of those aware of it, particularly among children and descendants who continued to benefit from the forgery despite knowing its true nature.
In a related development, the Supreme Committee for the Realization of Kuwaiti Citizenship issued a decision stripping citizenship from 18 individuals.
The decision, published in the official newspaper Al-Kuwait Al-Yaum, stated that citizenship was revoked from nine men and nine women, based on Article 11 of Emiri Decree-Law No. 15 of 1959 on Kuwaiti Citizenship and its amendments, which stipulates that “a Kuwaiti citizen shall lose their citizenship if they voluntarily naturalize as a foreigner.”
