The Public Authority for Manpower prepares, in cooperation with the Central Bank of Kuwait, to implement an electronic monitoring mechanism to prevent the withdrawal of workers' salaries

From verifying the disbursement of salaries to ensuring they actually reach their rightful recipients, the Public Authority for Manpower, in cooperation with the Central Bank of Kuwait, is preparing to implement a new electronic supervisory mechanism aimed at tightening oversight on wage payments and closing loopholes that some companies exploit in handling their workers’ salaries.

Sources familiar with the matter told Al-Rai that the Manpower Authority is about to apply a new mechanism to verify that workers actually receive their monthly salaries through the bank, rather than merely completing the company’s disbursement procedures.

The sources clarified that the mechanism aims to curb practices observed by the Authority at some companies, which involve withdrawing funds from workers’ bank cards after salaries are deposited and handing them cash amounts, contrary to what is agreed upon in employment contracts regarding wage payments.

It was revealed that the new mechanism will enable automatic detection of any manipulation via the system if a salary is deposited into a worker’s account and then withdrawn again. It will also help identify cases where workers are forced to withdraw their salaries, or part of them, themselves and return the money to the company.

The sources added that penalties for violators will be immediate and automatic upon detecting such practices or receiving complaints from workers about them, with the concerned parties referred to the relevant authorities to take necessary measures.

In this context, a recent report issued by the Authority showed that the electronic linkage system for verifying salary disbursement consists of eight steps, starting with the employer submitting a salary disbursement request and ending with the electronic transmission of disbursement results to the Authority.

The steps include submitting the salary disbursement request and processing it, receiving and verifying salary data and matching it with registered workers, approving the data, executing the disbursement process, and then issuing the results and sending them electronically to the Authority.

Regarding compliance indicators, the number of salary fulfillment requests submitted by companies rose to 93,865 requests during the period from January to September 2026, compared to 31,757 requests during the same period in 2025, representing an increase of 195.6 percent.
