The Kuwait College of Science and Technology (KCST) announced the inclusion of the “Joint Arab Region-China Laboratory for Artificial Intelligence in Special Education,” which it co-founded and leads academically and research-wise in Kuwait, in the United Nations’ AI Dialogue Partnerships platform. This step enhances Kuwait’s presence in scientific research, technology, and inclusive education.

The laboratory is the sole initiative representing the State of Kuwait and one of only two initiatives from the Arab region among 359 global initiatives linked to the UN Global Dialogue on AI Governance. This inclusion highlights the college’s role in leveraging responsible innovation and international partnerships to serve society and improve educational opportunities for persons with disabilities.

The college’s campus hosted the signing of the laboratory’s founding agreement in December 2025, during the Second International Conference and Forum on Assistive Technologies for Persons with Disabilities (ATSN’25), with participation from academic and research institutions, as well as regional and international organizations.

The laboratory aims to improve the quality and accessibility of education for children and youth with special educational needs by researching, designing, and testing inclusive and reliable AI solutions, placing human needs and considerations at the core of their development. Target groups include individuals who are deaf or hard of hearing, blind or visually impaired, students with autism spectrum disorder, and individuals facing neurological or physical challenges.

Key areas of work include developing and testing supportive educational solutions and models in special education settings, building the capacities of teachers, researchers, trainers, and learners with disabilities through programs in digital skills and AI, and developing educational robots, intelligent teaching agents, and early detection and intervention models to provide safe and accessible learning environments.

The laboratory also works on preparing data-driven recommendations and comparative studies to support policymakers in establishing ethical and comprehensive AI frameworks, and on creating an open, multicultural, and multimedia database for special education, thereby enhancing the exchange of knowledge and educational and technical practices between Kuwait, the Arab region, China, and international partners.

According to the strategic roadmap, the initiative targets direct outreach to at least 1,000 beneficiaries, including teachers, researchers, policymakers, and learners with disabilities, in the Arab region and China, and the launch of 8 to 10 pilot use cases in real-world educational settings.

Inclusion in the platform highlights the college’s joint research and its partners’ work on a global scale and expands cooperation opportunities, supporting the translation of advanced research into tangible and accessible educational solutions and enhancing the benefits that learners with disabilities derive from AI advancements.

This initiative extends KCST’s interest in science, engineering, computer science, emerging digital technologies, AI research, cybersecurity, and robotics. By combining scientific excellence with social responsibility, the college aims to prepare future technology leaders and expand learning and participation opportunities for all.
