US Secretary of State Marco Rubio announced on Wednesday that talks held by US envoy Steve Witkoff with Ukrainian President Volodymyr Zelenskyy on Tuesday in Oslo were “positive,” noting that Witkoff is now on his way to meet officials in Russia.
Rubio, speaking during a visit to India, said, “The talks were positive, nothing unexpected, nothing surprising, and he will now be able to go to St. Petersburg to carry these ideas and share them with the Russian side.” He added, “Let’s see if we can make some progress.”
However, he acknowledged the difficulty of ending the war Russia has waged against Ukraine for more than four and a half years.
He said, “These matters are complex. If ending this war were easy, it would have ended a long time ago.”
Rubio also emphasized that the White House had no prior knowledge of the slowdown in satellite internet services provided by Elon Musk’s company SpaceX, which Ukraine uses to support its battlefield operations.
He added, “This is a private company. The president does not run it and cannot order it to do anything. I’m telling you, there was no prior knowledge.”
Trump denied ordering a reduction in connectivity speeds via Starshield, after Musk, whose company SpaceX developed the service, said the order could only have come from the White House.
However, the Wall Street Journal reported on Tuesday that Musk himself ordered the slowdown of the service in the military-use version of Starlink.
