The Ministry of Education is continuing its procedures to organize the educational workforce and address surpluses in certain specializations, as part of steps aimed at realigning the number of teachers with the actual needs of schools. The ministry has officially begun implementing measures to terminate the services of 7,019 non-Kuwaiti teachers and educators, distributed across various specializations, educational districts, and their affiliated departments.
In this context, Al-Rai learned that the General Administration of Human Resources and Staff Affairs has started taking the necessary administrative measures to implement the decision by sending lists containing the names and details of the teachers and educators subject to service termination to the six educational districts: Capital, Hawalli, Farwaniya, Mubarak Al-Kabeer, Jahra, and Ahmadi, as well as the Religious Education Administration and the Special Education Administration, in preparation for completing the required procedures for each case according to its administrative affiliation.
The letters addressed to the concerned parties included lists of non-Kuwaiti employees whose services are to be terminated for the 2026-2027 academic year, specifying the numbers and details for each educational district and administration separately, to take the necessary actions and complete the procedures related to settling their employment status.
The letters issued by the Administration to the educational districts referred to the letter from the Assistant Undersecretary for Educational Affairs dated September 27, 2026, regarding the termination of services for non-Kuwaiti employees. The relevant Administration attached lists containing the details of those covered by the decision, along with an electronic copy of the data on an external storage drive, to complete the required administrative procedures.
According to the official statistics of those subject to service termination, the Ahmadi Educational District ranked first in terms of numbers, with 1,631 teachers and educators, followed by the Hawalli Educational District with 1,427, then the Jahra Educational District with 1,095, and the Farwaniya Educational District with 1,037. The number in the Capital Educational District reached 990, and the Mubarak Al-Kabeer Educational District had 572 teachers and educators.
At the level of educational administrations, the number of those covered in the Religious Education Administration was 132 teachers and educators, while the Special Education Administration recorded 135, bringing the total number in the six educational districts and the two administrations to 7,019 non-Kuwaiti teachers and educators.
The General Administration of Human Resources and Staff Affairs has requested that the educational districts and concerned administrations review the lists and take the necessary measures, including recording all leaves and absences in the approved electronic systems, and settling the employment status of those covered by the decision, in preparation for completing the remaining procedures within the organized administrative frameworks.
According to explanatory information provided by the relevant administrations, the concerned Administration is expected to begin issuing service termination decisions for those covered by the decision in late November next year, specifically after the payment of November salaries. This will allow for the completion of procedures related to the final salary before stopping payments, followed by initiating procedures for lease clearance and settling residency status, in preparation for completing the payment of end-of-service benefits according to approved procedures.
According to information from the concerned authority, Monday, December 7 next year, will be the last working day for the teachers and educators covered by the service termination decision, after which the relevant administrative and financial procedures will be completed in accordance with prevailing regulations.
The information confirmed that the decision applies to all male and female teachers who received notifications via the “Sahl” application, totaling 7,019 teachers across various specialties, with no exceptions to the decision’s application so far, according to the relevant authority.
