- Terrorism has no religion, and it must not be linked to any ethnicity or belief.

- Continue cooperation with the United Nations Office on Drugs and Crime (UNODC) to build capacity.

This was stated in two separate speeches delivered by Diplomatic Attaché Mohammed Al-Mutairi before the Sixth Committee of the UN General Assembly, and Diplomatic Attaché Yousif Al-Mansour before the Third Committee, which deals with social, humanitarian, and cultural issues, on Wednesday, during the discussion of the agenda items on international counter-terrorism, crime prevention and criminal justice, and the global drug problem.

Al-Mutairi reaffirmed Kuwait’s firm stance against terrorism in all its forms and manifestations, in line with international law, international human rights law, and relevant international standards. He emphasized that terrorism has no religion and must not be associated with any religion, belief, ethnicity, culture, or nationality.

He pointed to Kuwait’s development of its legislative and institutional framework for combating terrorism and its financing, citing Decree-Law No. 47 of 2026 on combating terrorist crimes, and Decree-Law No. 76 of 2025 amending certain provisions of Law No. 106 of 2013 on combating money laundering and the financing of terrorism. He also highlighted Kuwait’s cooperation with the General Secretariat of the Cooperation Council for the Arab States of the Gulf and the United Nations Office on Drugs and Crime in areas such as combating the financing of terrorism, financial sanctions, and money laundering.

For his part, Al-Mansour stressed the need to adopt a comprehensive approach to addressing the global drug problem, balancing efforts to combat illicit trafficking with prevention, treatment, rehabilitation, and social reintegration, while giving special priority to the protection of youth and other vulnerable groups.

He noted the continuation of technical cooperation with the United Nations Office on Drugs and Crime in training, capacity-building, and the development of national frameworks, as well as Kuwait’s participation in the work of the Working Party on Trafficking in Persons and the Working Party on Smuggling of Migrants. He reaffirmed Kuwait’s support for joint international efforts to prevent crime, enhance criminal justice, and address the global drug problem.
