Deputy Minister for Educational Affairs: We Found Disparities in Teacher Numbers

Deputy Minister of Education for Educational Affairs, Hamad Al-Hamad, confirmed that the Ministry is working to reorganize and redistribute educational staff to address disparities in teacher numbers among schools and achieve balance across various specializations.

Speaking on the program “Good Evening, Kuwait,” Al-Hamad stated that a specialized committee was formed to redistribute teachers based on a mechanism that determines the actual need for each specialization in every school. He noted that the transfer process was based on criteria of fairness and transparency, taking into account staff surpluses and the proximity of school locations.

He clarified that the Ministry identified cases of imbalance in teacher distribution, including one school in Ahmadi with 66 female teachers, and one religious institute with 12 teachers specializing in decoration despite not teaching the subject, as well as a single school employing three department heads for the same specialization.

Al-Hamad pointed out that the Ministry had suspended certain specializations at Kuwait University due to surpluses, and transferred several individuals in supervisory positions to address imbalances and achieve balance among schools.

He affirmed that the channel for appeals remains open to teachers, particularly in humanitarian and special cases, with a specialized committee reviewing each case individually.

Al-Hamad emphasized that the objective of redistributing teachers is to address shortages in some schools while managing surpluses in others, thereby contributing to balance and stability in the school environment.

He revealed that three department heads for the same specialization were found in a single school, with two of them transferred to rectify the imbalance and achieve balance in the distribution of supervisory positions.

He concluded by reiterating that the large number of teachers affected by transfer decisions stems from schools suffering from staffing shortages, stressing that the primary goal of the redistribution is to achieve balance among schools and enhance the stability of the educational environment.
