8 Labor Violations Under the 'Balghani' Microscope... via 'Sahl'

The Public Authority for Manpower has enabled individuals to electronically report eight types of violations related to the labor market through the “Balghani” service on the “Sahl” app, a move aimed at strengthening oversight of the implementation of laws and regulations, protecting workers’ rights, and curbing non-compliant practices.

In a post on the X platform, the Authority stated that the service allows everyone to submit reports on violations falling within the Authority’s regulatory purview, with the ability to specify the location of the violation and attach supporting images, thereby enhancing monitoring efforts and facilitating the follow-up of reports.

The “Balghani” service on the app accepts reports on violations including: domestic labor agencies or companies handling returned or recruited workers who were brought in by others; recruitment agencies charging additional fees without providing receipts or contracts; and the presence of irregular workers. The list of reportable violations also includes breaches of safety and security regulations in public places, human rights violations related to abuse, employing workers in activities not suited to their gender, and employing workers below the legal age of 18.

Additionally, the violations cover employing workers during midday summer hours, from 11 a.m. to 4 p.m.

The Authority noted that the reporting process is conducted electronically: after selecting the type of violation, users describe it, share the geographic location to pinpoint where it occurred, attach an image of the violation, and submit the request. Upon submission, users receive a notification containing the report reference number.
