The Municipal Council approved a proposal to permit licensing certain commercial activities in government buildings, and to add commercial activities in government hospitals, such as “cafes, snack bars, document printing and copying centers, ATMs, grocery stores, flower and confectionery shops, medical supplies, and retail sales,” in a manner appropriate to the nature of each facility.

During its main session, chaired by Abdullah Al-Mohairi, the Council approved the Ministry of Interior’s request to amend the Council’s decision regarding the headquarters of the Police Cavalry and Mounted Unit, located in the Central Area, which covers an area of 75,000 square meters, to increase its area to 102,022 square meters after expansion.

The Council also approved the final consent to reorganize part of Plot 1 within the Diplomatic District, covering an area of 6,000 square meters, and to divide and distribute it into six plots, each measuring 1,000 square meters. Additionally, it approved two requests from the Ministry of Health: the first to designate Plot No. 162, located in Shuwaikh Industrial Area 2, as a site for insect and rodent control services; and the second to designate a location for the construction of a Multiple Sclerosis Treatment Center in the Granada area (Sahl Salhiyahat), covering an area of 20,000 square meters.

The Council approved amendments to Articles Two and Eight of Ministerial Decision No. 322 of 2023 concerning the system for subdividing land prepared for construction, as follows: “The owner or owners of raw land, or their legal representatives, shall submit a written request to the competent authority at the municipality seeking approval for a subdivision or partition project, in accordance with the conditions and procedures stipulated under this system. The request must be accompanied by official documents proving ownership, certificates confirming that the property is free from any third-party real rights, and official powers of attorney if the request is submitted by the legal representative of the owner(s). The owner must also provide a registered notice of receipt to the holder of any real rights on the property, informing them of the proposed project regarding the property and the net area that will be allocated to the owner under the project, which will then be subject to the real right. The holder of the real right must be notified again after the issuance of the Municipal Council’s decision on this matter. Furthermore, the owner(s) must provide a commitment that the real right on the plots to be allocated to the State will not be transferred after the project’s approval, and the State shall be released from any liability regarding that real right.”

The Council approved the Ministry of Public Works’ request to create an entrance and exit for the site of the Ministry of Electricity, Water, and Renewable Energy in the Salhiyahat Cemetery area, Plot No. 1, as well as to approve the unification of administrative certificate fees for employees across all government entities.

The Council referred to the Executive Body a proposal submitted by Member Abdullah Al-Anzi regarding the creation of two U-turn lanes on Al-Hajj Ibn Yusuf Al-Thaqafi Street in the Salhiyahat area.
