The Ministry stated in a statement issued today, Thursday, that this initiative comes as part of its continued efforts to implement the National Program for Preparing and Qualifying New Teachers, “Trainee Teacher.” This involves establishing clear professional standards for selecting educational and training competencies participating in delivering the programs, thereby enhancing training quality and cementing the principles of governance, transparency, and equal opportunity at all stages of selection and accreditation.

It clarified that the General Directorate of Development and Development has approved uniform standards for selecting accredited trainers to deliver programs within the framework, according to a clear mechanism based on transparency and fairness in evaluating applicants, ensuring that educational and training competencies are selected based on specific and published professional foundations.

It emphasized that adopting uniform standards and allowing eligible candidates to apply stems from its commitment to reinforcing the principle of equal opportunity among applicants, subjecting all applications to the same procedures and standards, avoiding direct selection, and making experience, competence, and professional merit the basis for competition and accreditation.

It noted that the General Directorate of Development and Development has completed the necessary technical and organizational preparations to receive registration applications from interested parties via the Ministry of Education’s website through the “Dal” platform. Registration services will open from September 24 (today, Thursday) until Tuesday, September 29. All applications will be subject to sorting, verification, and validation of documents and compliance with the announced conditions.

It explained that the application criteria include being a Kuwaiti national, having at least 20 years of professional experience in the educational field, possessing actual teaching experience of no less than 10 years, and having documented training experience in delivering at least 20 training programs.

It added that the criteria require the applicant to have received an “Excellent” rating in performance reports for the last two years, and that their employment record must be free of judgments and disciplinary penalties during the last three years, unless these have been expunged in accordance with civil service regulations or annulled by a final court judgment. Additionally, applicants must submit a “no criminal record” certificate via the unified government electronic services application, “Sahel.”

It stated that applicants are required to submit a current CV detailing their academic and training qualifications, accreditations obtained, previous training programs delivered, as well as their technical skills and experience in modern training and teaching methods, enabling a comprehensive evaluation of their experience according to approved standards.

It stressed that meeting the application conditions does not guarantee automatic accreditation. Applications that meet the criteria will undergo an evaluation process according to uniform procedures, followed by personal interviews with candidates before a neutral interview committee comprising experts and specialists. This enhances integrity and objectivity in the selection process and ensures that all eligible candidates are given equal opportunities to demonstrate their competence.

She noted that, following the completion of the sorting, verification, and personal interview stages, those who pass the evaluation process in accordance with the established criteria will be approved and registered via the “Dal – Trainee Teacher Directory” platform, to build an approved database of qualified competencies eligible to participate in training new teachers.

She emphasized that this mechanism aligns with her direction toward enhancing governance and transparency in selection procedures, standardizing merit-based evaluation criteria, and reinforcing the principle of equal opportunity, thereby ensuring that the task of preparing and qualifying new teachers is entrusted to educational professionals possessing the necessary field and training experience, which contributes to improving the quality of the program and achieving its objectives of preparing qualified teachers capable of meeting the demands of the educational field.
