Leveraging China's Experience in Implementing Labor Cities in Kuwait

Works Minister Dr. Noura Al-Mishaan participated on Tuesday in the Global Sustainable Transport Forum 2026, organized by the Ministry of Transport of the People’s Republic of China in the capital, Beijing, under the theme “Sustainable Transport: Easier Mobility for People and Smoother Flow of Goods.” The event was attended by Chinese Transport Minister Liu Wei, ministers and heads of delegations from various countries, and representatives of international organizations.

In Kuwait’s address delivered during the forum, Al-Mishaan stated that “developing a modern and sustainable transport infrastructure is a fundamental pillar for achieving the objectives of the Kuwait Vision 2035, and that sustainable transport represents a balance between environmental responsibility, economic viability, accessibility, and operational efficiency.”

The forum discusses five main axes: deepening global initiatives; enhancing connectivity and building an integrated transport system; prioritizing green transport; transforming the sector through the adoption of artificial intelligence in transport; and making sustainable transport services accessible to all. Participants include heads of state, transport ministers, heads of international organizations, ambassadors, representatives from the business sector, and academic circles.

In this context, Al-Mishaan conducted a field visit to a labor city implemented by a Chinese state-owned company. She inspected the labor city’s facilities and its implementation model, as well as the company nominated by the Chinese government to implement labor cities in the State of Kuwait, in accordance with the memorandum of understanding signed between the two countries on this matter.

This memorandum is one of seven memoranda of understanding signed by His Highness the Amir of the State of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, with the Government of the People’s Republic of China in 2023.

The Ministry of Works requested the Central Tenders Bureau to issue a call for proposals for the consultancy services related to the Kuwaiti side, specifically concerning the preparation of financial studies and the review of the outputs of the joint strategic consultant, for the rail link project between Kuwait and the Kingdom of Saudi Arabia (Riyadh), in accordance with Article 18 of the Tenders Law No. 49 of 2016.
