The Arab Ministerial Committee rejects the displacement of Palestinians and calls on the international community to protect them

The Council of the Arab League at the level of Foreign Ministers called upon the international community, including the United Nations and the Security Council, as well as the High Contracting Parties to the Fourth Geneva Convention, to intervene immediately to protect the Palestinian people from Israeli crimes, aggression, and the terrorism of Israeli settlers, in accordance with international law, resolutions of international legitimacy, and relevant international and regional conventions and treaties.

The Council also called, in its decisions issued at the conclusion of the 166th Ordinary Session at the level of Foreign Ministers, held today, Monday, at the Arab League headquarters in Cairo under the presidency of Tunisia, for all states to provide political, financial, and legal support for the Arab-Islamic plan for recovery and reconstruction in the Gaza Strip, to consolidate the Palestinian people on their land, and welcomed holding an international conference in Cairo for this purpose at the earliest possible time, in coordination with the State of Palestine and the United Nations. It urged states and international and regional financing institutions to swiftly provide the necessary financial support to implement the plan.

They condemned “the crimes of genocide, starvation, siege, aggression, war crimes, and crimes against humanity committed and still being committed by Israel, the occupying Power, against the Palestinian people in the Gaza Strip,” and called for the full implementation of the ceasefire agreement, in all its phases, issued by the Sharm El-Sheikh Peace Summit of 2025, and the implementation of Security Council Resolution 2803 (2025), ensuring an end to Israeli aggression, the reconstruction of the Gaza Strip, and enabling the Palestinian people to exercise their right to self-determination and realize the independence of their state.

They also condemned the aggressive decisions and measures taken by Israel, the occupying Power, aimed at intensifying plans and policies to annex occupied West Bank lands, including East Jerusalem, and impose Israeli sovereignty over them, as well as forced displacement, demolition of homes, and confiscation of private and public lands, converting them into what is called “state property,” establishing hundreds of additional military checkpoints, and entrenching the division of the West Bank into isolated areas and cantons. They affirmed that implementing Israeli plans to annex any part of the occupied Palestinian territory of 1967 constitutes a war crime.

They considered “the ongoing Israeli aggression and occupation against the people and land of the State of Palestine” as a violation of Arab national security and a undermining of international peace and security, requiring the enhancement of joint Arab action to protect the Palestinian people through the activation and development of joint defense mechanisms, including the activation of the Treaty of Joint Defense and Economic Cooperation between Arab League states, within the framework of protecting the interests, security, sovereignty, and territorial integrity and unity of Arab states, in conformity with the principles of international law and the UN Charter.

They expressed firm rejection of any form of displacing the Palestinian people from their land or altering their demographic composition, including what Israel, the illegal occupying Power, misleadingly promotes under the guise of “voluntary migration,” and considered the displacement of the Palestinian people as a form of genocide and ethnic cleansing, and a serious violation of international law and resolutions of international legitimacy.
