"The Trainee Teacher"... On the Path to Implementation

The draft project for the preparation and qualification of new teachers has taken an additional step toward implementation, approximately four weeks after “Al-Rai” revealed its details, with the approval of the Civil Service Bureau to create the job title “Trainee Teacher” and subject newly appointed teachers to a qualification program and theoretical and practical exams before they move into teaching positions, thereby paving the way for the Ministry of Education to complete the necessary procedures for implementation.
With the Civil Service Bureau’s approval of the proposal, the project has taken a major step toward implementation, while the final step—amending Law No. (28) of 2011—remains to complete the necessary legal framework, after which the actual implementation phase will begin and the “Trainee Teacher” system will be applied to new teachers in accordance with approved controls and conditions.
The Civil Service Bureau’s approval, in principle, includes the Ministry of Education taking the necessary steps to amend Law No. (28) of 2011 regarding allowances and bonuses for Kuwaiti members of the teaching staff at the Ministry of Education, along with a proposal to amend the second contract model for non-Kuwaiti teachers, thereby allowing for the creation of several new job controls and titles.
The project, approved by the Civil Service Bureau, which creates the title “Trainee Teacher,” stipulates that the individual will be appointed for a period of one year to teaching staff positions, with a monthly salary comprising the components prescribed for the financial grade, without receiving the allowances and bonuses stipulated for teaching staff during this period.
The appointed individual under the new job title will undergo a training course of a specified duration, organized by the Ministry of Education in coordination with the Civil Service Bureau, according to the nature of the job, specialization, and work needs, ensuring that the trainee teacher acquires the necessary qualification to perform their educational duties.
The training course will conclude with theoretical and practical exams. The controls for the exams, their procedures, and the conditions for passing them will be determined by a decision issued by the Minister of Education in coordination with the Civil Service Bureau. Those who successfully pass the training course will be transferred to the job levels for teaching staff positions listed in the table attached to Law No. (28) of 2011, based on their academic qualifications and prescribed conditions.
In the event of failure to pass the course successfully, the trainee teacher will be reassigned to an administrative position, in accordance with the conditions for holding that position. In all cases, the probationary period stipulated in the Civil Service system will be observed.
Regarding non-Kuwaiti teachers, a new employment contract for a non-Kuwaiti employee for the position of “Trainee Teacher” will be created for a one-year term, specific to the Ministry of Education. This contract will be subject to the same conditions and controls regarding the requirement to undergo the training course and the theoretical and practical exams as outlined in the proposal for Kuwaiti teachers.
The project has set a comprehensive monthly bonus for the non-Kuwaiti trainee teacher at 360 Kuwaiti Dinars, in accordance with the contract model revised by the Civil Service Bureau, which includes provisions for transferring those who successfully pass the training course to one of the existing contracts applicable to non-Kuwaiti employees.
