Ministry of Education: Received 13,000 reports during the holiday for school preparations, with 8,602 resolved
Assistant Deputy Minister for Educational Affairs, Engineer Hamad Al-Hamad, addressed the General Directorate of Educational Regions, the General Directorate of Religious Education, and the General Directorate of Special Education regarding the continuation of preparations for the 2026/2027 academic year and the activation of the “Baligh” electronic reporting program. This initiative is part of ongoing efforts to ensure a smooth start to the new academic year, in line with the Ministry of Education’s commitment to completing readiness works in schools and educational facilities, and preparing a suitable environment to welcome students and members of both the teaching and administrative staff, in implementation of the directives of Minister of Education M. Syed Jalal Al-Tabatabai.
Al-Hamad emphasized the importance of continuing the efforts made by various concerned entities to complete the preparation of educational facilities. He directed school administrations and affiliated entities to activate the “Baligh” program during the current period, and to monitor and report any observations or readiness-related needs immediately. This ensures that such reports reach the competent authorities promptly, enabling swift action and the flawless completion of required tasks.
He stressed the need to treat observations and needs with urgency during this phase, and to enhance integration and coordination with maintenance and services departments and relevant authorities across different educational regions. This aims to support rapid response to field needs and complete remaining works according to the actual priorities of each school before the reception of students.
The Ministry of Education clarified that activating “Baligh” during this period is part of strengthening field monitoring and organizing the mechanism for tracking school needs. The program has contributed to linking schools, educational regions, readiness teams, and specialized sectors within a unified electronic system. This system begins with recording an observation or need at the school level and referring it directly to the competent authority, followed by monitoring the measures taken, completing required works, and closing the report.
The Ministry explained that this mechanism has helped shorten the documentation cycle, reduce the need for paper correspondence and multiple procedures among entities. This ensures that school needs reach specialized teams quickly and enhances coordination among engineering, technical, services, supply, and warehouse teams, as well as other concerned parties. Additionally, it provides updated data and indicators regarding reports, completion rates, and existing observations, thereby supporting priority setting and rapid decision-making.
In this context, the Ministry of Education commended the efforts made by the Engineering Affairs, readiness teams, and specialized technical and service departments, as well as the work completed during the summer vacation related to school preparation and addressing observations submitted via the “Baligh” electronic program. The Ministry affirmed that this circular serves as a continuation of these efforts and coincides with the return of school administrations, enabling the monitoring of any remaining needs or observations and addressing them directly.
The Ministry noted that readiness teams and competent authorities monitored more than 13,000 reports via the “Baligh” electronic program during the summer vacation. These reports concerned civil and electrical maintenance works, air conditioning units, water coolers, school cleanliness, as well as the supply of textbooks, school and office furniture, and other readiness requirements. Of the total reports received, 8,602 (65.2%) have been completed and resolved. Approximately 20.5% of the reports are currently being processed, while 14.3% represent new reports that are being addressed.
The Ministry of Education reaffirmed its commitment to maintaining intensive monitoring in the coming period, and to intensifying the efforts of relevant sectors, preparedness teams, and competent authorities to complete ongoing reports and works. It stressed that activating the “Bligh” (Report) platform in schools during this phase enhances the speed of identifying and addressing needs, and reinforces coordination between field operations and the concerned sectors, thereby contributing to raising readiness levels and completing the necessary preparations to welcome our student children with the launch of the 2026/2027 academic year.
