The Council of Ministers stated that the Media Regulation Law “comes in light of the radical transformation the world is witnessing in the media landscape, driven by technological and digital developments that have altered publishing and communication methods, and reshaped concepts of publishing, broadcasting, and influence.”

Regarding violations, Al-Omar clarified that the project is based on the principle of graduated and proportionate penalties, with the primary approach being regulatory and administrative remediation, starting from warnings and notices, up to financial and administrative sanctions, depending on the nature, severity, and recurrence of the violation. Criminal penalties are reserved exclusively for cases specified by law.

He emphasized that the project also took into account the nature of direct media work, distributing responsibility according to the actual role of each party, thereby achieving greater clarity and fairness in assigning liability, while simultaneously safeguarding society’s right to professional and responsible media.
