Cabinet Approves Draft Decree-Law on “Regulating Media”

The Council noted in its meeting held today, Tuesday, under the chairmanship of His Highness Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, Prime Minister, that this comes in light of the radical transformation underway in the global media landscape due to technological and digital developments that have altered publishing and communication methods, reshaping concepts of publishing, broadcasting, and influence.

It was stated that this reality has led to the emergence of many new media practices not covered by existing media legislation, such as influencer and advertiser accounts, social media platforms, digital re-broadcasting services, and digital advertising.

The Council reviewed a visual presentation delivered by the Minister of State for Economic Affairs and Investment, Abdulaziz Al-Marzouq, and the Minister of Finance, Dr. Yaqoub Al-Rafai, concerning the state’s financial status as of March 31, 2026, as well as a visual presentation regarding the first-quarter report on the implementation of budgets for ministries and government departments for the fiscal year 2026/2027.

The Council emphasized that the financial reforms being implemented will pave the way for building a more sustainable and competitive economy in the medium and long term, noting that these positive indicators reflect the strength, resilience, and soundness of the Kuwaiti economy.

The Council pointed out that these reforms contribute to attracting foreign investment to the State of Kuwait and confirm the success of the state’s policy aimed at economic openness and supporting the trend toward making Kuwait an attractive financial and commercial hub, while providing sustainable employment opportunities for future generations.

It was noted that the first-quarter report on the implementation of budgets for ministries and government departments for 2026/2027 showed that non-oil revenues are projected to achieve significant growth during the current fiscal year, driven by a series of planned financial reforms.
