Motivation... The Kuwaiti Employee!

For nearly two decades, we have been calling for incentives for both public and private sector employees to become pillars of construction that strengthen the level of national human resource development across all sectors.

(And I do not know what the study will conclude) the public sector employee was prohibited from obtaining a commercial license, and was forbidden from combining employment with study (while non-Kuwaitis are permitted to do so), contrary to practices in developed countries.

In the United States, when I worked as a laboratory operator at a university in 1991, I assisted some older students during evening classes (Evening School) and weekend classes (Weekend School). These included employees, business owners, families, and others whose circumstances did not allow them to join the regular, standard university program.

During my teaching of small business management at a private university in Kuwait, I observed the small family-run business model (in America and elsewhere), which large and medium-sized companies rely on, as it alleviates burdens, encourages citizens to engage in self-employment, and develops skills.

Therefore, allowing public sector employees to obtain a commercial license to operate from home is a step in the right direction that has been long awaited.

Human resource development and enhancement is not limited to granting commercial licenses; it must also include permitting the combination of employment and study. Many reputable and accredited universities offer evening and weekend study programs. I am surprised that citizens seeking to increase their educational attainment and develop their skills and abilities are prevented from doing so!

The key point is that as long as the employee is committed to performing his duties and has acceptance from a university or college for evening or weekend study (an intensive program), I believe allowing this would benefit both the employee and the institution he works for. This requires follow-up by the employer in coordination with the university or college, a process that is easily managed via email, sharing grades and attendance records, with a copy sent to the Ministry of Higher Education.

Many specializations require updates and development in terms of systems, curricula, and skills. Employees need to enhance their capabilities and competencies and update their knowledge in their field of specialization through study, alongside attending courses, conferences, and workshops to stay abreast of the latest developments.

Self-development, skill enhancement, and keeping up with updates are crucial for everyone, whether they are employees or retirees working in commerce. Therefore, allowing the combination of employment/self-employment with study is important for improving performance, raising productivity levels, and enhancing work efficiency, which will ultimately improve the standing of workers in the labor market.

I hope we recognize the importance of granting employees a license to run a small business, and allowing them to develop their capabilities, knowledge, and skills by combining employment with study. God is the source of all help.
