Approval of the Appointment of Naturalized Officers... Non-Commissioned Officers in the Fire Department

The First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef, issued a ministerial decree regarding the regulations and provisions for the appointment of non-Kuwaiti warrant officers in the General Fireforce.

Article One of the decree, published in the official gazette “Kuwait Al-Yaum” in its Sunday edition, stipulates that “non-Kuwaitis whose Kuwaiti nationality was revoked by decree in accordance with the provisions of Clause (4) of Article (13) of Emirian Decree No. 15 of 1959 concerning the Kuwaiti Nationality Law and its amendments may be appointed as warrant officers in the General Fireforce. The appointment of a General Fireforce member shall be based on contracts concluded with them, following the completion of the security requirements and procedures enforced by the competent authorities. A decision to appoint them shall be issued by the Commander of the General Fireforce, with the training courses and professional qualifications they previously obtained from the Force – Institute of Education and Training Department – to be credited for evaluation and job grading purposes, in accordance with the regulations set by the Commander of the General Fireforce.”

Article Two stipulates that “the appointment of the categories mentioned in Article (1) of this decree shall be in accordance with the provisions of Law No. 13 of 2020 referred to, related regulations, and the terms of the attached contract.” Meanwhile, Article Three states that “those appointed shall undertake to work in the General Fireforce for a period of five years, renewable as deemed appropriate by the General Fireforce.”

Article Four further stipulates that those appointed under the provisions of this decree shall be subject to all laws, regulations, decrees, orders, and instructions enforced by the General Fireforce throughout their period of service. They shall be committed to performing the duties specified in their appointment contract, and they may be transferred or assigned to other duties by order of the Commander of the General Fireforce or his delegate.

It is noted that Article (13) of Emirian Decree No. 15 of 1959 concerning the Kuwaiti Nationality Law and its amendments stipulates the following: “By decree, upon the proposal of the Minister of Interior and with the approval of the Supreme Committee for Kuwaiti Nationality, Kuwaiti nationality may be revoked from a Kuwaiti who acquired it through naturalization in the following cases: (...)

4 - If the supreme interests or external security of the State so require. In this case, Kuwaiti nationality may also be revoked from those who acquired it through dependency.”
