Government accelerates transfer of services for persons with disabilities ahead of the start of the academic year

In a move reflecting the government’s commitment to developing the care and education system for persons with disabilities and enhancing the integration of roles among government entities, the Council of Ministers has taken new measures to expedite the transfer of the oversight of educational and rehabilitative services to the competent authorities. This ensures the system’s readiness before the start of the new academic year and guarantees the continuous provision of services with high efficiency and quality.

The Council of Ministers decided to task the Public Authority for Persons with Disabilities, in coordination with the Ministry of Education, the Ministry of Social Affairs, the Ministry of Finance, and other relevant entities, to overcome all administrative and financial obstacles and resolve matters related to transferring the oversight of educational and rehabilitative services for schools and kindergartens for persons with disabilities to the Ministry of Education. This includes addressing budget files for financial support and tuition fees, and amending relevant regulatory frameworks, to ensure a smooth transition of services before the commencement of the 2026–2027 academic year.

The decision came after the Council of Ministers reviewed a briefing from the Public Authority for Persons with Disabilities regarding the roadmap for transferring the oversight of educational and rehabilitative services to the Ministries of Education and Social Affairs, along with the administrative and financial challenges associated with it that require resolution. The Council also reviewed a briefing from the Ministry of Health concerning the regulation of licenses, medical clinics, and kindergartens under Ministerial Decision No. (337) of 2025, in alignment with the requirements of the Kuwait Accessibility Code.

Furthermore, the Council reviewed recommendations from the Education, Health, and Youth Committee regarding the development of educational buildings for schools for persons with disabilities, as well as recommendations submitted by the Educational Buildings Development Committee. These recommendations followed a series of coordination meetings held by the Public Authority for Persons with Disabilities with the Ministries of Education, Social Affairs, Finance, and Health, aimed at fulfilling the requirements for the transfer of oversight and addressing related challenges.

The Council of Ministers also reviewed the Ministry of Health’s conclusions regarding the procedures for issuing and renewing health licenses for schools and kindergartens for persons with disabilities, as part of efforts to develop the educational and rehabilitative environment. These measures were taken in coordination with competent authorities to ensure compliance with approved health and regulatory standards.
