Strengthening the Private Sector... The Foundation of "Development"

As government entities race to curb expenditures and rationalize spending while preparing their budget drafts for the 2027–2028 fiscal year, in line with ongoing efforts to reform public finances and enhance the efficiency of state resource management, work has simultaneously begun on preparing the 2027–2028 Annual Development Plan. All ministries and government agencies have been directed to ensure that their proposed projects reflect a clear developmental character, rather than being limited to meeting operational needs or routine tasks. These projects must align with national priorities and economic reform directions, and strengthen the private sector’s contribution to economic activity and development.

In this context, the General Secretariat of the Supreme Council for Planning and Development has invited ministries and government agencies to submit their project proposals for inclusion in the plan by Sunday, August 23.

In this regard, the General Secretariat is scheduled to hold an orientation workshop on the Annual Development Plan today, Tuesday, at its headquarters, with two representatives from each government agency attending. The workshop will outline the methodology for preparing the plan, submission requirements, and discuss visual presentation models for new projects.

It is worth noting that the Ministry of Finance previously emphasized in a circular that government entities’ estimates in preparing their budget drafts for the 2027–2028 fiscal year must reflect their actual needs, while improving resource allocation efficiency, increasing revenues, and linking financial appropriations to government priorities and development plans.
