- The Cabinet’s “Agreements Follow-up Committee” has held dozens of meetings aimed at translating commitments with Beijing into tangible on-the-ground realities
The State of Kuwait continues to advance in transforming its strategic partnership with the People’s Republic of China, launched through seven agreements signed on September 22, 2023, into concrete operational implementation, dedicating a new phase of comprehensive bilateral developmental cooperation to execute vital projects within the country.
The North Kabd Water Reclamation Plant project, for which Kuwait held the signing ceremony for its construction and operation contract last week, is the second agreement to enter into force among projects stemming from the memoranda of understanding between the two friendly nations.
These developments follow a developmental path that has begun to manifest practically across multiple strategic sectors covered by the memoranda of understanding signed by His Highness the Amir, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, when he was Crown Prince, during his visit to China in September 2023 alongside Chinese President Xi Jinping. These sectors include energy, housing, environment, and free zones, alongside the strategic Port of Mishref project. The North Kabd Water Reclamation Plant project represents the latest implementation step within a series of rapid measures aimed at enhancing infrastructure quality, promoting environmental sustainability, and improving the efficiency of the wastewater treatment system, thereby keeping pace with the country’s urban growth and supporting the achievement of sustainable development goals and Kuwait’s future vision.
Within this accelerated developmental trajectory, the governments of Kuwait and China signed the Framework Agreement on Technical Arrangements last March, which encompasses all technical details of joint cooperation in the field of renewable energy, in light of high-level directives from the country’s senior political leadership to accelerate the implementation pace of major development projects with Beijing.
The signing ceremony took place at the headquarters of the State-owned Government Energy Agency in Beijing, capping intensive negotiations that lasted approximately six months to establish a practical roadmap accelerating the implementation of renewable energy projects in the third and fourth phases of Al-Shaqaya, alongside the Abdali project.
Kuwait’s and China’s wills aligned to strongly push for the implementation of these agreements, reflecting both countries’ firm resolve to elevate the level of bilateral cooperation and intensify meetings aimed at overcoming obstacles and accelerating implementation.
Bilateral meetings between the two sides reflect a shared consensus on expanding the horizons of relations in the coming phase, particularly regarding support for Kuwait’s economic development strategy and providing a suitable climate to attract direct investments.
The signing of the Engineering, Procurement, and Construction (EPC) contract to complete the Port of Mishref project last December was a prominent step within Kuwait’s developmental trajectory, and the first fruit of constructive cooperation and practical translation of the agreements and memoranda of understanding signed between the governments of Kuwait and China.
The two parties took initial steps for the port’s operations through cooperation with China Communications Construction Company Limited (CCCC), a state-owned enterprise under China’s Ministry of Transport, based on the Kuwaiti Cabinet’s decision in January 2025 to approve and accept the nomination submitted by the Chinese government to conclude a direct contract with the company to execute, manage, and operate the project in all its phases.
The bill entered into force upon its publication in the official gazette, “Kuwait Al-Yaum,” in January 2025, specifying the agreed-upon areas of cooperation between the two parties, the implementing entities, and providing for the establishment of a joint working group, the organization of mutual visits, and the exchange of recommendations related to the project.
In mid-February 2025, Minister of Public Works Dr. Noura Al-Mashaan signed a contract for study, design, and pre-implementation services to complete the Port of Mubarak Al-Kabeer project, with implementation activities commencing on March 16, 2025.
In February 2024, the Council of Ministers formed a committee to monitor agreements and memoranda of understanding (MoUs) concluded with China, holding dozens of meetings aimed at translating signed agreements into actual implementation.
Since its establishment, the committee’s efforts have contributed to accelerating coordination and consultation with the Chinese side, intensifying technical visits, removing obstacles to projects, setting plans and priorities, and supporting relevant ministries and government agencies in implementing the MoUs.
The series of successive meetings of the Ministerial Committee for Monitoring Major Development Projects in the country focused on the importance of continuing to evaluate and conduct legal and technical reviews of all projects.
The committee is responsible for monitoring the details and updates of reports from relevant government agencies regarding the implementation procedures of development projects, in addition to advancing joint economic and investment cooperation with several governments.
His Highness Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah directed members of the ministerial committee on multiple occasions to follow up on strategic priorities in implementing development projects, thereby supporting the country’s efforts to strengthen relations with various nations around the world.
He also emphasized the importance of continuing joint efforts to overcome all obstacles, in accordance with clear strategies, methods, and mechanisms for implementing agreed-upon plans.
The government has reiterated on multiple occasions its commitment to elevating ambitious strategic partnerships between Kuwait and friendly and sister countries through broad cooperation in many development fields, including expanding the scope of current and future major projects.
It is worth noting that official talks held in Hangzhou, China, on September 22, 2023, between His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, then Crown Prince, and Chinese President Xi Jinping, culminated in the signing of seven key MoUs to enhance the strategic partnership. These agreements are to be implemented by major companies from both countries and cover housing cities, the Port of Mubarak Al-Kabeer, renewable energy, wastewater infrastructure, free zones, the economy, and the environment. Rapid implementation steps are translating Kuwaiti-Chinese MoUs into tangible development projects, in a process that strengthens the strategic partnership between the two countries and drives the execution of vital projects encompassing ports, energy, housing, environment, and infrastructure.
