While instructing the Public Authority for Housing Affairs to continue monitoring the provision of services to housing projects and removing obstacles in their path, the Council of Ministers linked the progress of issuing building permits in new residential areas to the completion of their infrastructure and services, deciding not to issue “To Whom It May Concern” certificates to the Kuwait Municipality and the Kuwait Credit Bank, in preparation for issuing permits, before the completion of these works.

During its meeting today, Tuesday, chaired by His Highness Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, Prime Minister, the Council of Ministers reviewed the minutes of the meeting of the Ministerial Committee for Public Services, which included the periodic report submitted by the Public Authority for Housing Affairs regarding the implementation status of the work carried out by government entities responsible for providing services to housing projects, for the periods (June–December 2025) and (January–June 2026), concerning the challenges facing the implementation of these projects.

The Council decided to instruct the Authority to “continue its efforts and monitor the work of providing services related to housing projects and remove all obstacles that may arise regarding them, and to submit the results and recommendations to the Council of Ministers, including a summary of the implementation status and the role of each entity and its level of compliance, in the upcoming semi-annual report.”

The Council of Ministers also decided to instruct the Minister of State for Development and Sustainability, Dr. Reem Al-Faleh (supervisor of the Public Authority for Environmental Public), in coordination with relevant government entities, to follow up on efforts related to the government’s environmental sustainability system action plan, to ensure compliance with all of Kuwait’s international climate and environmental commitments, and to provide the Council of Ministers with an annual report detailing the implementation status of the plan, the role of each entity, its level of compliance, and relevant recommendations.
