Central Agency: Opening of the electronic platform for Fifth Installment recipients to complete procedures for "Those Concerned"

The Central Agency for Addressing the Status of Illegal Residents announced the opening of the electronic platform (https://es.carirs.gov.kw) for individuals whose citizenship was revoked under Article 5, which includes categories such as holders of noble deeds, children of Kuwaiti women, and holders of the 1965 census records. This platform allows them to complete the prescribed procedures to obtain an official “To Whom It May Concern” certificate for cases that have not previously applied, via the electronic platform.

- If the concerned person is deceased, a copy of the death certificate must be attached.

Regarding the application mechanism, it was noted that “applications are accepted exclusively in the name of the individual whose citizenship was revoked by decree. Separate applications are not required for each dependent. However, if the person whose citizenship was revoked is deceased, their relatives may apply via the electronic platform in the name and with the details of the deceased person directly.”

It was further clarified that “since the agency’s website is not linked to the Sahel application, the certificate must be downloaded immediately upon issuance from the website, and then manually uploaded to the Sahel application to complete the remaining procedures.”

It was also indicated that “in case of any system malfunction or technical issue during the application process, applicants should visit the Status Adjustment Department at the Central Agency for Addressing the Status of Illegal Residents, located in the Shuwaikh – Sabah Al-Salem area.”
