Municipality Approves Numbering of Four Districts in Three Governorates
Khaled Al-Mutairi to “Al-Rai”:
- New regulatory and spatial updates will not affect citizens’ rights in any way.
- The objective of the measure is solely to unify and align official data among government entities.
- “Electronic linking” and “preservation of the historical archive” for each plot ensure the highest levels of legal and transactional security.
Following the Municipal Council’s approval of numbering certain residential and investment areas in three governorates—Al-Fintas in Ahmadi Governorate, Hawalli in Hawalli Governorate, and Jleeb Al-Shuyoukh and Arqa in Farwaniya Governorate—Council Vice President Khaled Mufleh Al-Mutairi told “Al-Rai” that this step will not bring any changes on the ground or affect established addresses or property ownership.
The Council’s approval, during its main session chaired by Al-Mutairi, included the numbering of investment and residential plots in “Hawalli,” dividing the area into 12 regulatory plots, numbering “Jleeb” into 5 main plots, and “Arqa” into 2 plots, in accordance with a prior recommendation from the Farwaniya Governorate Committee of the Council.
The Council emphasized the necessity of implementing the recommendation regarding the modification of plans by updating all regulatory and spatial plans for the aforementioned areas to match the new division. It also stressed the importance of preserving original data related to the re-numbering of plots for the new sections, linking them to their original information and databases (according to previous plot and section numbers) to ensure that owners’ rights or established civil addresses are not affected.
Council Vice President Khaled Mufleh Al-Mutairi told “Al-Rai” that the new regulatory and spatial updates will not affect citizens’ rights in any way, stressing that “this measure is already implemented in the Civil ID card, and its goal is solely to unify and align official data among government entities, meaning there will be no changes on the ground affecting established addresses or property ownership.”
He reassured all plot owners and citizens that “the process of electronic linking and preserving the historical archive for each plot ensures the highest levels of legal and transactional security. The Public Authority for Civil Information, in coordination with the Municipal Executive Body, has already adopted these divisions in its current system, and the Council’s step serves to confirm this stability and link it electronically to simplify future transactions and prevent any data overlap.”
The Council approved, during its session, a request from the Ministry of Islamic Affairs to allocate a mosque in the South Al-Sabahia area with an area of 625 square meters, in addition to allocating a residential site for the Imam and the Muazzin in the Jahra area with an area of 300 square meters. It also approved a request from the Ministry of Electricity, Water, and Renewable Energy to allocate a secondary substation site in the Salwa area with an area of 84 square meters. Furthermore, a building was allocated for the Experts Administration at the Ministry of Justice in the Arqa area with an area of 2,400 square meters.
The Council approved a request from the Ministry of Interior regarding the re-allocation of the site belonging to the Committee for Monitoring the Implementation of Cabinet of Ministers’ Decisions Related to Security Affairs, located in the Shuwaikh Industrial Area, with a total area of 7,000 square meters. It also approved the amendment of Item 3 of a previous Council decision regarding the reservation of a portion of the Aman area located in the Zour Refinery area.
The Council referred to the Executive Body a special proposal to issue standardized contract models approved by the Municipality between owners and contractors for construction and demolition projects for private residences, to ensure the rights of both parties.
