Kuwaiti Society's Values: The Teacher's Behavioral Compass

The Code of Conduct for Teachers, approved by Minister of Education Jalal Al-Tabtabaie, serves as an ethical and professional reference that organizes educational practice, clearly delineates teachers’ rights and duties, and reinforces the value system underpinning the educational process. This enhances the quality of education, elevates professional performance, and provides a safe and motivating school environment for learning.

In a statement, the Ministry of Education affirmed that Al-Tabtabaie’s approval of the Code comes within the framework of the Ministry’s commitment to establishing a professional environment grounded in values, commitment, integrity, mutual respect, and responsibility. This stems from the Ministry’s belief that teachers are the cornerstone of human development and the primary drivers of educational progress, and that improving education begins with building a robust professional system alongside the development of curricula, programs, and regulations.

The Code was developed based on a comprehensive vision anchored in national legislation, aligned with best educational practices, and mindful of the specificities and authentic values of Kuwaiti society. This approach aims to strengthen trust among all parties involved in the educational process and to provide a safe and motivating school environment for learning and creativity.

The Ministry clarified that the ministerial decree stipulates the adoption of the Teachers’ Code of Conduct as the ethical and professional reference governing educational practice. Its provisions apply to all male and female teachers, as well as personnel holding educational and supervisory positions in both the public and private sectors.
