Abdullah Al-Anzi asks the Municipality about services in the Istiblat areas
Al-Anazi stated in a comment that he conducted a field visit to the Jahra stables, where deficiencies in general cleanliness and the accumulation of waste at certain sites were observed, along with the deterioration of internal roads. He clarified that, according to the signed cleanliness contracts, the municipality is not responsible for cleaning operations inside the stables’ premises at their various locations. This situation necessitates identifying the causes of these observations, determining the responsibility of the competent authorities, and taking action to address them in a manner that serves the public interest.
He added that these observations may not be limited to the Jahra stables; therefore, his questions will cover stable areas in general. He called on the Executive Authority to answer these questions and to coordinate with the Public Authority for Youth and Sports, as it is the entity responsible for the stables regarding matters within its jurisdiction.
Al-Anazi emphasized that the questions stem from the Council’s commitment to exercising its oversight role, identifying the root causes of the problems, and determining the responsibility of each entity according to its legal competencies. This approach aims to contribute to finding practical and sustainable solutions and improving the level of services in all stable areas.
The inquiry included questions regarding the Kuwait Municipality’s jurisdiction under the law concerning general cleanliness and environmental supervision in stable areas, as well as the measures taken when waste accumulation or practices affecting public cleanliness or the environment are detected in these areas. It also addressed the coordination mechanism with the Public Authority for Youth and Sports regarding the follow-up on general cleanliness standards, environmental protection, and addressing observations noted in stable areas.
Furthermore, the inquiry sought information on whether there is a comprehensive plan to address cleanliness conditions and maintain infrastructure in stable areas, including internal roads, and on the proposals or measures that the Kuwait Municipality deems necessary to adopt, in coordination with the Public Authority for Youth and Sports and relevant entities, to rectify deficiencies and enhance service levels across all stable areas.
