The Central Bank of Kuwait Warns Against Dealing with Unlicensed Financial Entities

As part of its ongoing participation in the “Let’s Be Aware” banking awareness campaign, Kuwait Finance House continues its efforts to enhance financial and banking literacy among all members of society, highlighting the risks associated with dealing with unlicensed financial entities, thereby contributing to the protection of customers and the integrity and stability of the financial system.

In this context, Abdulaziz Ali, Head of Anti-Money Laundering and Combating the Financing of Terrorism, emphasized the importance of dealing with licensed financial institutions and entities subject to oversight by the relevant regulatory authorities, foremost among them the Central Bank of Kuwait. He noted that the rapid development and diversification of financial services and their delivery channels require customers to verify the legal status of the service provider before engaging in any financial transaction.

He clarified that some unlicensed entities may offer a variety of financial services, such as money transfers, financing, installment plans, or debt repayment, outside the approved legal and regulatory frameworks. This may expose individuals dealing with them to financial and legal risks, in addition to the absence of the guarantees and rights provided by regulated and supervised entities.

He added that the risks of dealing with unlicensed entities extend beyond the potential loss of funds or exposure to financial fraud. These entities may also be exploited to transfer or conceal funds derived from illicit sources, facilitate activities related to money laundering or terrorist financing, or engage in other financial crimes, which could negatively impact individuals, society, and the economy at large.

Ali pointed out that licensed financial institutions are committed to applying regulatory systems and instructions, as well as governance, transparency, and risk management standards. This contributes to protecting customer rights and enhancing trust in the financial sector, while also supporting national efforts to combat money laundering and terrorist financing and preserve the integrity of the financial system.

Kuwait Finance House consistently urges its customers to ensure that any entity they deal with is licensed and subject to oversight by the relevant authorities before availing themselves of any financial service. It also stresses the importance of reporting any suspicious financial activities or practices, given their significant role in protecting society and curbing financial crimes.
