To Mr. Khalil al-Hayya, Head of the Political Bureau of Hamas

We have followed your statements in which you expressed gratitude to Iran, the Houthis, Hezbollah, and some armed factions in Iraq, regarding them as those who provided weapons and blood in support of Hamas. You have the right to thank those whom you believe supported you, but others also have the right to ask: Where is the memory of loyalty towards those who stood with the Palestinian cause for decades without seeking a political price or attempting to turn it into a lever of regional influence?

The State of Kuwait, along with the Gulf Cooperation Council (GCC) countries, has never been a bystander to the suffering of the Palestinian people. From the beginning of the issue until today, humanitarian aid, political support, diplomatic initiatives, relief efforts, reconstruction, and popular solidarity have been undeniable testaments that cannot be erased or overlooked. This support was not a political investment, nor was it conditional on loyalty; rather, it stemmed from a firm conviction that Palestine is a just Arab and Islamic cause.

As for Iran, to whom you expressed gratitude, it is not merely a state supporting resistance, but a country whose name is associated with fueling internal conflicts, establishing militias, and undermining state institutions. In Iraq, the state and society have paid heavy prices due to the proliferation of weapons outside state control. In Yemen, war and division continue to claim lives and undermine the country’s future. In Lebanon, the people are enduring one of the worst economic and political crises in the context of a parallel military reality outside state authority.

The Iran you thank remains hostage to its revolutionary and sectarian ideological thinking, adhering to the project it wove forty-seven years ago to export its revolution in service of its expansionist agenda. In this goal, it aligns with the Zionist entity, albeit with different tools. Today, Iran directs its missiles and drones to destroy brotherly nations to you and peoples who have been and remain the true support for the brotherly Palestinian people.

The facts are as clear as the sun at midday and cannot be overlooked or ignored in the pursuit of a political discourse lacking balance.

No one denies the sacrifices of the Palestinian resistance, nor the scale of crimes committed by the Israeli occupation against the Palestinian people in the Gaza Strip and the West Bank. Nor can anyone deny the steadfastness and immense sacrifices of the Palestinians in defending their land and legitimate rights. However, the justice of the Palestinian cause does not grant you the right to absolve politically those who meddle with the security and stability of Arab states.

The Palestinian cause is and will remain too significant to be reduced to a regional axis or a cross-border political project. Its moral value derives from its justice, not from the alliances woven around it.

What pains the people of the GCC countries, and foremost among them we in Kuwait, is not that you thank those who supported you, but that your discourse appears to ignore or diminish the value of decades of sincere Arab support. Kuwait did not send militias, nor did it establish armed groups, nor did it interfere in the affairs of Arab states. Instead, it opened its doors to Palestine, providing financial aid, relief, and political and humanitarian support in various forums, and has always been one of the most committed countries to supporting the Palestinian people.

It would have been better for Hamas’s leadership to realize that reliance on a single axis costs it part of its Arab standing and weakens the consensus that has long been a source of strength for the Palestinian cause.

Resistance that seeks liberation must remain independent in its decision-making and should not become an extension of regional projects whose interests intersect with, and often conflict with, the interests of Arab peoples.

My message to you is not one of hostility, but of sincere advice: do not let political gratitude overshadow the memory of loyalty, and do not allow the Palestinian cause to be understood as hostage to any particular axis. For Palestine has been and will remain the cause of the entire nation, and it is not in its interest to be counted as part of one regional project to the exclusion of others.

Loyalty is not divisible, and national memory should not be selectively curated. Anyone who wishes to preserve the standing of their cause in the Arab conscience must be fair to all who stood by them, and must distinguish between sincere support that safeguards the independence of decision-making, and support that may carry calculations extending beyond the boundaries of Palestine.
