At the outset of its meeting, the Cabinet was briefed on the visit paid by the Prime Minister to the victims receiving treatment at Al-Adan Hospital following the reprehensible Iranian aggression that targeted several civilian and vital facilities. The Prime Minister visited the injured to inquire about their health conditions and assess the level of medical care provided to them, accompanied by Minister of Health Dr. Ahmed Al-Awadi. The Prime Minister emphasized the government’s commitment to monitoring the situation of the injured and providing them with the necessary support and care until they fully recover, directing relevant authorities to mobilize all medical and technical resources to deliver the highest standards of healthcare and treatment to the victims. He prayed to Almighty God to grant them prompt healing, and commended the sincere national efforts and significant sacrifices made by members of the Army, the Ministry of Interior, the National Guard, and all national cadres across various government entities in safeguarding the nation’s security and preserving its stability.
The Cabinet expressed its strongest condemnation and rejection of the reprehensible Iranian aggression by missiles and drones that targeted Kuwaiti territory in recent days. The attacks struck two power and water desalination stations, facilities belonging to the oil sector, and several vital installations, resulting in fires and severe damage to vital facilities, civilian infrastructure, and residential buildings. This constitutes a blatant violation of Kuwait’s sovereignty, security, and territorial integrity, as well as a serious breach of international law, international humanitarian law, the UN Charter, and Security Council Resolution 2817 (2026). The Cabinet affirmed that the repeated deliberate targeting of civilian and vital facilities reflects a systematic aggressive approach and represents a highly dangerous escalation, posing a serious threat to the safety and security of civilians. It held Iran fully responsible, legally and morally, for these serious attacks and their ensuing repercussions and consequences, stressing that the continuation of this aggressive behavior threatens regional security and stability and undermines efforts aimed at de-escalation and achieving peaceful solutions. The Cabinet stressed that Kuwait reserves its full right to take all necessary measures to safeguard its sovereignty, preserve its security and stability, and defend its territory and vital installations against any aggression or threat, in accordance with its right to self-defense under Article 51 of the UN Charter and the rules of international law.
In this context, the Cabinet expressed its strong condemnation and rejection of the reprehensible Iranian attacks that targeted the sister Kingdom of Bahrain, the sister State of Qatar, and the sister Hashemite Kingdom of Jordan in recent days. These attacks constitute a blatant violation of their sovereignty and territorial integrity and pose a direct threat to the security of their peoples and residents. The Cabinet affirmed Kuwait’s full solidarity with the sister states and its steadfast support for them, as well as its backing for all measures taken by these sister states to address the repercussions of these attacks to safeguard their sovereignty and territorial integrity and protect their security and stability. The Cabinet also expressed Kuwait’s strong condemnation and rejection of the false claims made by the Houthi militia’s military spokesperson against the sister Kingdom of Saudi Arabia, which included threats targeting the freedom of maritime navigation and its security. The Cabinet reiterated Kuwait’s full solidarity with the sister Kingdom of Saudi Arabia and its support for all measures taken by the Kingdom to safeguard its security and sovereignty, emphasizing that the security of the Kingdom is an integral part of the security of Kuwait and the Gulf Cooperation Council (GCC) countries.
The Cabinet heard a briefing from Minister of Defense Sheikh Abdullah Ali Al-Salim Al-Sabah on the latest developments in the regional situation and current military developments, in light of the reprehensible Iranian aggressions against Kuwait in recent days. He affirmed the readiness of the Armed Forces and their continued performance of their duties and responsibilities with efficiency and competence, as well as their adoption of all necessary measures and precautions to safeguard Kuwait’s sovereignty and territory, preserve its security and stability, and protect citizens and residents.

In line with the Cabinet’s commitment to support the national campaign for conserving energy and water (“Wafar”), launched by the Ministry of Electricity, Water and Renewable Energy, which has received widespread public response with the aim of rationalizing electricity and water consumption, the Cabinet expressed its sincere gratitude and deep appreciation to citizens, residents, all government entities, state institutions, media outlets, the private sector, and individuals for their engagement with the “Wafar” campaign to conserve energy and water. This engagement contributed to disseminating awareness messages across various social media platforms, thereby reinforcing the culture of conserving and reducing electricity and water consumption during this exceptional period the country is experiencing, and supporting the stability of the electricity and water systems.
The Cabinet emphasized that this response and engagement reflected a high level of societal awareness and an authentic spirit, manifested in swift responsiveness and solidarity in serving the nation. It called on everyone to continue the spirit of shared responsibility, commitment, and cooperation in conserving electricity and water, enabling the Ministry to overcome this exceptional phase. It also urged entrenching conservation as a national and civilized behavior that contributes to protecting resources, serving the public interest, and ensuring the sustainability of services for all.
The Cabinet approved a draft law on combating commercial concealment, a step aimed at strengthening the legal framework regulating economic activity, consolidating principles of transparency and fair competition, and curbing practices that disrupt market balance, thereby contributing to protecting the national economy and achieving sustainable development. The draft law includes a prohibition on allowing any person to conduct any economic activity on behalf of others or outside the scope of the license granted to them, and it has been submitted to His Highness the Amir, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah.
On another note, the Cabinet heard a briefing from Minister of State for Development and Sustainability Dr. Reem Al-Faleh regarding the Green Urban Development Initiatives Committee. In this regard, it reviewed a visual presentation delivered by the Governor of Ahmadi and Chairman of the Green Urban Development Initiatives Committee, Sheikh Hamoud Jaber Al-Ahmad Al-Sabah, outlining several initiatives proposed by oil sector companies, private sector firms, cooperative societies, and individuals. They also include the development and renovation of agricultural works in numerous roundabouts and public parks within residential areas, along with painting several major bridges at highway intersections to highlight aesthetic aspects, contribute to beautifying and supporting green spaces in the State of Kuwait, and foster an urban environment that promotes sustainable development.
