Al-Anazi based his proposal on the provisions of Kuwait Municipality Law No. (33) of 2016, particularly the competencies assigned to the Council to study organizational and urban projects, approve the general structural plan, and monitor the extent to which projects comply with urban planning requirements and serve the public interest.
He explained that the proposal aims to support sustainable development, enhance the quality of life, and ensure that infrastructure is ready to keep pace with urban and investment growth. This is because the city is no longer solely residential; it is evolving into a commercial, service, and investment hub serving the community, amid major strategic projects undertaken by both the public and private sectors. Notable among these are the Aventura Mall project, the Jaber Mall project, the Olympic Village project, and the Jahra Corniche project.
He added that the city includes approved investment sites for establishing a private university, a private hospital, private schools, commercial and administrative complexes, investment housing, as well as several other commercial and service projects. He noted that the city is currently connected via three entry and exit points on the Jahra Road (80), a single entry and exit point on the Doha Road, and one entry and exit point on the Gamal Abdel Nasser Road (85).
Al-Anazi pointed out that most of these projects require the relevant authorities, upon implementation, to prepare specific traffic studies for each project individually. While this is an important technical measure to ensure project safety and its direct impacts, the current planning reality necessitates the preparation of a comprehensive and integrated traffic study for the entire city. This study should take into account the cumulative impact of all existing and future projects when they are operationalized collectively.
He emphasized that preparing such a traffic study would enable government entities to identify future needs for the road network and address any deficiencies before the projects are fully operational. This would ensure swift decision-making and the timely implementation of appropriate solutions.
6- Empowering government entities to implement traffic solutions before congestion occurs, rather than addressing it after the fact.
1- Tasking the Executive Body of Kuwait Municipality, in coordination with the Ministry of Interior (represented by the General Directorate of Traffic), the Ministry of Public Works, the Public Authority for Housing Welfare (the supervisory authority for the Jaber Al-Ahmad City project, as per the attached letter), and other relevant entities, to prepare a comprehensive traffic study for the Jaber Al-Ahmad Residential City, covering all current and future projects.
