Hamad bin Khalifa... The Journey of a Leader and a National Legacy

The stature of certain leaders is not measured by the number of years they have ruled, but by the magnitude of the transformation they have wrought in their homelands and the impact they leave on the present and future of their peoples. Among this caliber is the Amir al-Walid, Sheikh Hamad bin Khalifa Al Thani, whose name is inextricably linked to the most significant leap Qatar has witnessed in its modern history. Consequently, discourse on the trajectory of the contemporary state is divided into two phases: before and after his reign. He possessed a vision that transcended mere state administration to encompass the construction of an integrated developmental project, transforming Qatar into a nation with influential economic, political, and diplomatic presence at both the regional and international levels.

The Amir al-Walid was also known for his supportive stances toward Arab and Islamic causes, foremost among them the Palestinian issue, which received his attention and political and humanitarian support, driven by his conviction in Qatar’s role in championing just causes and enhancing joint Arab and Islamic action.

Upon returning to Qatar from St.hurst College, he joined the armed forces, progressing through various military positions. He was appointed Crown Prince in 1977 and assumed multiple responsibilities in state administration, acquiring extensive experience in institutional management and contributing to the crystallization of visions aimed at developing the state and investing its resources to serve its future.

In 1995, Sheikh Hamad bin Khalifa Al Thani assumed power, ushering in a new phase in Qatar’s history characterized by the launch of broad reform and developmental projects aimed at building a modern state based on economic diversification, enhancing institutional efficiency, and opening up to the world.

Perhaps the most distinctive feature of his experience was his realization that natural wealth alone does not create a renaissance; rather, it is the vision that optimizes its utilization that drives progress. From this perspective, he led an ambitious strategy to develop the natural gas sector, particularly the North Field, enabling Qatar to become one of the world’s largest exporters of liquefied natural gas (LNG). The revenues from this wealth were channeled into developmental projects and strategic investments, which positively impacted the quality of life, infrastructure, and the national economy.

His vision extended beyond economic development; he believed that true investment begins with human capital. Consequently, his reign saw the establishment of Education City, the attraction of elite global universities, and the enhancement of scientific research and innovation, thereby contributing to the preparation of generations capable of leading development and making education one of the key pillars of the modern state.

On the external front, he pursued an active diplomatic policy that strengthened Qatar’s presence at various international forums, contributed to mediation efforts to resolve several regional conflicts, and solidified its status as an active partner in international issues, alongside expanding its economic and investment presence worldwide.

His reign also witnessed the founding of Al Jazeera Media Network, which became one of the most prominent global media institutions, enhancing Qatar’s media presence. During this period, Qatar also succeeded in winning the right to host the 2022 FIFA World Cup, a historic achievement that reflected international confidence in the state’s capabilities and spurred the implementation of advanced developmental and infrastructure projects, cementing Qatar’s position on the global sports map.

In 2013, the Amir al-Walid announced the voluntary transfer of power to his son, Sheikh Tamim bin Hamad Al Thani, a step exceptional in the region that reflected his belief in the importance of leadership renewal and ensuring the continuity of the developmental project. This move received widespread acclaim as a model for smooth and orderly succession.

Sheikh Hamad’s name is associated in popular memory with the title “The Eradicator of Poverty,” a moniker reflecting the economic and social transformations Qatar underwent, which were linked to improving citizens’ living standards, strengthening the service system, and enhancing the quality of life.

The Founding Father, Sheikh Hamad bin Khalifa Al Thani, left a legacy that transcends material achievements; he established a developmental model grounded in vision, investment in human capital, institution-building, and enhancing the country’s standing within its regional and international environment. His imprint will remain present in Qatar’s trajectory, not merely because his projects endure, but because grand visions do not depart with their architects; rather, they persist in the institutions they built, in the generations they prepared, and in the homelands whose course they altered.
