Regulation of issuing licenses for drones and home gardens in "Private"
Kuwait Municipality Council member Abdullah Al-Anzi submitted a proposal to reorganize the procedures for issuing permits for awnings and home gardens in private and model residential areas, aiming to serve the public interest while preserving the technical role of licensed engineering offices.
Al-Anzi noted that the proposal stems from the Council’s commitment to enhancing municipal service levels, streamlining administrative procedures, and balancing urban planning requirements with the facilitation of services for citizens, in line with the state’s direction toward simplifying procedures and improving performance efficiency.
He added that, following citizen feedback, it became evident that the cost of obtaining permits for awnings and home gardens imposes a financial burden on a wide segment of the public. This is due to the mandatory requirement to submit applications through licensed engineering offices, even though these works generally adhere to uniform technical specifications and rarely require specialized engineering designs.
Al-Anzi clarified that the proposal does not aim to eliminate the role of engineering offices or diminish their technical responsibility, but rather to reorganize procedures to balance service quality with reducing the financial burden on citizens, consistent with principles of justice and the facilitation of government services.
He affirmed the executive body’s commitment to studying the proposal and responding in accordance with the provisions and procedures stipulated in Kuwait Municipality Law No. (33) of 2016 and its executive regulations, within the legally mandated timeframe for responding to council members’ proposals. This ensures the Council can effectively exercise its legislative and oversight roles, monitor actions taken regarding the proposal, and achieve the public interest by developing municipal services and alleviating financial burdens on citizens while preserving the technical role of engineering offices.
