Municipality: Amendment of classification and licensing for construction and demolition contractors

The Municipal Council approved the summer recess for its members, which will begin on August 2 next year and last until September 10, totaling 40 days, making its next session the final one before the break.
During the main session, chaired by Vice President Khaled Al-Mutairi, the Council approved a proposal by member Farah Al-Roumi regarding the amendment of Article 14 of Administrative Decision No. (161/2009) concerning the classification and licensing of construction and demolition contractors in the Kuwait Municipality. The amendment mandates contractors to submit a copy of the contract signed with the property owner to the Municipality, specifying the contract duration, the nature and stages of the required work, the agreed contractual value prior to commencing construction or demolition works, as well as a statement of due installments. The contract must also include a clause stipulating the owner’s commitment to pay only the contracted contractor, and the contractor’s commitment to issue receipt vouchers to the owner for paid installments.
The Council approved the National Oil Company’s request to consolidate all areas previously allocated in Subhan Industrial Area, within Plot 10, into a single site with the same designated uses, along with an expansion of 11,630 square meters for the petroleum fuel storage site. This brings the total site area after expansion to 241,000 square meters. The Council emphasized adherence to the technical opinion’s recommendations, which include coordinating with the State Property Administration at the Ministry of Finance, complying with the conditions outlined in the responses of the Sub-Committee members for Utilities and Public Services, and coordinating with them prior to implementation. The competent administration within the Municipality is authorized to shift and adjust the site’s dimensions and area, provided they do not exceed the designated area, and in case of conflict with any existing underground services or regulatory requirements.
The Council also approved a request to change the land use of a plot located in the Sabah Al-Salem area, converting it from commercial use to a private kindergarten and primary school, while emphasizing full compliance with all conditions stipulated in the technical study of the case.
Furthermore, the Council approved the Ministry of Public Works’ request to create a connection linking intersection (IC3) with Al-Mutla’ City (Sector N1). It also approved the consolidation and addition of a portion of adjacent State Property land to the plot in Al-Sharq area, Plot 1. Additionally, the Council approved modifying the land distribution schedule for Plot 45 in the former Sharq Hawalli project, represented by Plot No. 11 located in the Salmiya area.
