Maysa Al-Sukari: Tajikistan’s ambassador to Kuwait, Khosrow Nazari, confirmed that the implementation of the memorandum of understanding (MoU) between Kuwait and Tajikistan on the exchange of domestic workers will take place in stages, following necessary consultations between the two sides and an assessment of the needs of the Kuwaiti labor market. Nazari, in a statement to Al-Qabas commenting on the Kuwaiti government’s approval of the MoU, said that the two countries will work on discussing implementation mechanisms and identifying labor market requirements, paving the way for practical steps to activate the memorandum and capitalize on cooperation opportunities in recruiting labor. He noted that the study of Kuwaiti labor market needs will include determining the nature and qualifications of the required workforce, with a focus on providing skilled and trained labor that meets the requirements of various sectors in Kuwait. He emphasized that the recruitment process must be based on market needs, serving the mutual interests of both countries and safeguarding workers’ rights.

Decree No. 176 of 2026 was published yesterday (Sunday) in the official journal Al-Kuwait Al-Yaum, approving a memorandum of understanding between the governments of Kuwait and the Republic of Tajikistan in the field of exchanging domestic workers, with the aim of enhancing cooperation between the two countries in areas such as labor recruitment, workforce development, and protection of migrant workers’ rights. The decree stipulated approval of the MoU signed in Kuwait City on November 3, 2024. The memorandum aims to strengthen cooperation ties between the two countries in the labor field, including labor recruitment, workforce development, and emphasizing the importance of protecting migrant workers in the domestic sector, in accordance with the laws and regulations in force in both countries. The MoU stipulates that both parties will facilitate the transfer and recruitment of labor between the two countries within the framework of the existing laws, provisions, and legislation in each country, as well as facilitate the provision of related services to support and develop cooperation. The two parties also agreed to exchange visits and consultations, and to share knowledge and expertise in the field of labor development and job creation, thereby supporting joint cooperation in labor affairs.
